I partly agree with you there. Western Europe peaked before the advent of World War I, and is slowly declining. I actually believe that the United States peaked before 9/11 and straining so much resources on the recent wars that will eventually lead to their decline.

I don't nessesarily think that the west has to 'fall', although I still don't think I've really got a clear concept what you mean by "fall" here.
The western countries were probably stronger (against the rest of the world as compared to now) before WWI but that wouldn't be a reason to immediately say that they've fallen, would it?

Depends on how would it fall. I suspect than in 95% of scenarios, Western fall would also mean the fall of any other major civilization on the planet.

I am suggesting that Western countries now possess about 3/4 of world's military potential, 1/2 of the World's economy and more than half of the World's nuclear arsenal. West wouldn't fall easily.
