There's nothing wrong with a quikie or one night stand in my mind, though unless you are a real Don Juan type, you're going to get very few and then have baggage to deal with after when you do. No matter what they say upfront, women expect more than a wham bam thank you ma'am.

You're in Northern VA right? Not all clubs at 21+. Hop on the metro, go to a party in NW, and just start asking people. If somebody asks, you go to GW. Its isnt fulfilling or rewarding, and you're going to maybe regret it latter....but the odds are pretty good you're going to get laid.
Otherwise, just make friends with girls, cultivate relationships, and eventually, it'll happen.

Also, if you think you're of about average attractiveness, go that little bit further to make yourself stand out. I don't think women care THAT much about looks, but they do about effort. So use nice aftershave, put some effort into how you dress, work out a bit (I didn't go to the gym until I was 23, and really regretted not taking advantage of it at uni when I was 18).
