When an explorer has to move!

If a foreign unit is near a city, then it may knock away a citizen.
The AI usually doesn't mind if you tresspass while exploring, ither using scouts, explorers or even galley's. But if i end my galley's turn on a fish for example, they grow angry and ask me to leave. The same thing for scouts and explorers.

In al the posts and articles here on civ fanatic, or anywhere else for that matter, that discuss trespassing foreign territory, i have never seen this litle tidbid of information. While it is importand enough to make the difference between being allowed to stay or having to move and possibly start over again.
 
yes you can do it you can also leave a scout over a resource so they cannot build a road to it but that is not allowed in the GOTM
 
still, in one of my games i could bet you a 100 gold that if i end my galley's turn on a fish i was asked to move.

I moved 3 galley's through Cleo's territory and she asked me to move:
1 when a galley entered her territory.
2 when a galley ended its turn that specific fish.

and on my way back, when i was done exploring and they needed to upgrade in a harbor, it was the same thing.

So i figured that my galley must have kicked a citizen away that was working the fish!
