Last year it was on Monday and they held the Scotland FL off till Wednesday to make room.
So I have no idea why they would be hold the Phoenicia livestream after the embargo drops. The idea that it could drop after the dev livestream is valid, in my opinion.

What time does Quill18 normally hold his Civ livestreams? Because now it seems like he's flat out not going to do a Civ Stream this week after saying that it was going to be pushed back to Thursday. Could this be because the embargo time was changed to be after the Firaxis Livestream meaning it's too late for him to run his so he won't be doing one at all that day? (And instead will just publish his Youtube videos instead)
It's nice that there are a variety of leaders, we'll get to see how each leader is different but also how each different map can effect gameplay and how to AI plays in each game.
