Where are the Polynesians?

I played some games in DoC allready, 3000 BC, 600 AD and 1700 AD scenario.
I never met the Polynesians in any of my games, exept when I played as them. Exploring the area of the map where they spawn, I didn't find any razed cities either. As if they never existed.

Is there a certain reason for that?
 
You can play them yourself, but they don't spawn for AI.
 
The AI doesn't know how to play them, so as default they are turned off unless the player chose them as their civ. If you want, you can activate their spawn in world builder, but they probably really wont make much of a difference.
 
It's not that important for me to have them in my game, I just wondered where they are. With your answers I know what happened (or better, what not happened: Polynesians spawning), so thank you.

How to do this
I think they still provide some fun for the player, and saves me the trouble of putting settlers there

I don't know how to play either. Can someone tell you how to cross the ocean to Hawaii or New Zealand?
 
What exactly polynesian up Does? What penalty it removes?

I think it means that borders expand via culture faster on Ocean tiles than other civs. This should help Polynesia colonize the required islands for its UHV, since naval units that cannot traverse Ocean tiles can do so if the tile is in your cultural borders.
 
Also, for other civilisations, culture can never reach ocean tiles that are on the third ring around a city.
