I think those cities deserve a legendary culture :

America
New York (USA)

Europe
London (UK)
Madrid (Spain)
Paris (France)
Rome (Italy)
Athens (Greece)

Europe/Asia
Moscow (Russia)

Asia
Tokyo (Japan)

Africa
Cairo (Egypt)

Edit:
Middle East
Jerusalem (Israël)
Mecca (Saudi Arabia)

What do you think? Let me know if all those cities deserve a legendary culture and if i forgot one (there is neither Indian city (maybe Bombay, Delhi or Benares) nor Arab city (Mecca, Teheran)).

I would have to say that Washington DC should be on that list. Some can also make a case for Boston and Philly too. Other notables would be Beijing, Berlin, Bombay, and Istanbul.

Berlin doesn't quite cut it for the cultural score, but it was founded, incorporated into a great empire, razed, taken over, rebuilt, parted, reunited and made capital a few decades later.

It deserves at least a sign saying "The people who live here have been through a world of ****"

Besides those mentioned I'd say Vienna, Austria; Jerusalem, Israel; Baghdad, Iraq; and if I knew more about Asia and Africa I might come up with some more good'uns.

Getting close to Legendary, but not sure if they're there yet: Chicago, USA; Barcelona, Spain; Sydney, Australia; Stockholm, Sweden; Los Angeles, USA.

I'm not a traveller, so all this is gathered from second- or third-hand impressions.

Nothing in the USA has been here long enough to get 50k culture! Probably nothing in Europe either since the barbarians trashed all the buildings.

Say, has anyone gotten to 1900 A.D. and not had your capital achieve Legendary status yet?

matchu pitchu (sp) that incan place in the andes should be on
maybe mecca or jeruselam for there religios qualitys
st petersburg. i would of chosen giza over cairo
i also think if i had choose the best one i would go for london.

I have studied in political Geography that there are 3 Global Cities in the world and these are :New York, Tokyo and London the other one are called Metropolis or really important international centers: Paris,Hong Kong,Singapore,Los Angeles,Chicago,Shangai,Frankfurt.
So for now in a cultural victory USA, Japan and UK have 1 legendary city but USA has also 2 influential cities ;)

New York definitely isn't Legendary culture. Places like Jerusalem, Cairo, Baghdad, Rome and Athens are. Legendary culture is something that accumulates through many centuries or millenia. The cities I mention have all been around for a really long time, having had illustrious culture since before our era.

I think that cities like London, Paris or Madrid are very close to Legendary culture, but probably not quite there yet. Give em another century. Tokyo is too new, so is any American city.

if you include stone henge the earliest wonder to london it would be legendary
paris could make it because of all the great artist's that would work there.

Barcelona over Madrid any day -- and not just on the pitch :) The food, the sea, the architecture...did I mention the food?

What he said.

While some US cities may be producing alot of culture at the moment, they haven't had the time to accumilate enough to be anywhere near the likes of Rome and Athens.

I was not sure about Jerusalem (at the beginning i put it legendary), so this city will be legendary. For Bagdad, i will not make it legendary because of the american influence on Iraq today. I didn't thought to Vienna, it's not a bad idea. I've got to think to it, this city is maybe just for legendary level.

In fact, i thought to legendary culture, like you said, as accumulation of culture through ages but also for the present influence on the world. It's why, in addition of the cities you mentioned, I put Tokyo and New York. London, Paris and Madrid are very close to legendary, and in addition with their past and present influence on their old colonies, i think they deserve the legendary level.

What do you think of Moscow? Nobody mention it.

Also present influence, yes. But great present influence isn't enough to be Legendary, in my opinion - which is why New York or Tokyo would fall short :).

I'd argue Los Angeles would probably be among the very top tier. It's hard to dismiss the global influence and reach that Hollywood and American movies have had (for better or worse).

I agree but it's the situation of today. In my view, it's a part of a legendary culture, but the most important thing, it's the culture produced by the city since its construction. USA exists since 1776, Egypt since -3000.

Legendary culture doesn't have to be ancient or based on the presence of ancient ruins or ancient structures.

If you wanted to measure and summarize raw cultural output or examine cultural relevance RIGHT NOW, then you couldn't ignore cities like New York or even Los Angeles, unless you're some kind of ignorant America hater.

In Civ IV, cultural domination isn't achieved only by building ancient wonders and establishing early religions. Jacking up the cultural slider, changing your civics, and even great people can help.

A lot of cities you'd put on the list are known for their ancient achievements, ancient culture, or past influence. A lot of those cities are pretty meaningless today except for their historical significance some most happen to be the capital cities of long standing cultures so they still get mentioned due to that.
