That would be Peter Falk. Never saw him as anything but Colombo, and I can't recall seeing Nick Cave in any of those movies, but I certainly haven't seen all of them...

Since none of you were able to ge tit (shame on you, Ram), I'll give the answer. It was the Wim wenders film Himmel Uber Berlin (AKA Wings of Desire) starring Bruno Ganz, Otto Sander, Peter Falk (as himself; an angel that has fallen from heaven) and Nick Cave as himself.
