Ironically, Nunavut is further north than the NWT. And the Yukon is further west. And the NWT is no longer a collection of territories, but only one. Three lies in that two-word name. Not only is the prevarication density high, it's got a larger number o lies in its name than say, the Democratic Republic of Congo.

Bah. I don't refrain from murdering all my neighbors and stealing their things because I'm afraid of the law. Thats obviously an extreme case and difficult to get away with, but if I really wanted to, I could steal things left and right and get away with it. Getting away with breaking the law isn't that difficult. So I disagree that it is force alone that upholds the law.
I also disagree with the term semi-anarchy. How does one "sort of have nothing"? The existence of government appears to be binary (in fact, I would say you will find that existence tends to be that way... Hamlet certainly realized that): it either is or it isn't. If there is no government, there is, by definition, anarchy (without-rule). If there is government, there is, by definition some sort of -archy. Even if the government is the patriarch of an extended family ordering his family around, or a priest giving direction to his congregation, or Don Corleone dealing with young drunk American punks, there is still government.
Semantic? Maybe. But if we don't understand the terms we're using, we can't communicate.
Also...
@Swiss - I probably will start a "super pious" religion that will inevitably degenerate and be coopted and institutionalized. As for the Afro-Celtic idea... uh... WTH? And I was most certainly referencing the Welsh with my description, but I guess the idea can apply in any culture group.
