Why aren't these 2 cities connected?

Asoka emperor game. Second city is on river and I connected capital to river and trade routes don't show? . Capital has a horse resource connected which doesn't appear in the second city .

I'm new to BTS , is this a bts change rivers no longer connecting cities?

No it's not a change AFAIK, you still get connected cities using rivers. I would guess this is one of two things:

MORE LIKELY: you don't have sailing (i think this is needed for trade routes over rivers/coast)

JUST A GUESS: it may require that the road meets the river in_your_borders? Seems unlikely, but I can't think of what else it could be.
 
If the rivers connecting your cities are inside your cultural borders there should be no problem, if they are outside your borders you need sailing for the trade routes. This change came with BtS afaik.
 
Thanks all for replying . That makes sense .

So I guess this means no more cheesy rushing a settler on a riverside marble/stone spot and building wonders in capital . You would need to road atleast between the cultural borders .
