Just for the record, expert robes are cheaper than master robes at the College of Winterhold, so clearly there is a step up in the level of proficiency from being an expert to being a master.

I think it more implies expertise than mastery (which is presumably just a very high level of expertise). I'd say it's a fairly relative term, too. The less other people know about a particular topic, the more of an expert you are.

From my experience, "being an expert" and "having expertise" are viewed quite differently.
