Why does everyone keep using the phrase "dual leaders?"

What will the maximum number of leaders per civ?

Did I miss an announcement where the devs said there will only be two leaders for each civ? So far, I have not seen any evidence that there could be more leaders than two. I'd be very surprised if Alexander didn't make it in this iteration, considering he is a staple of the series from I-V.
 
I don't see why there would be a limit. The leak which showed the civilopedia entry on leaders stated that some civilizations would have only one leader, while others could have "multiple". So the phrase "dual leaders" is inaccurate.

I don't know if they will actually do more than two for any civilization, though.
 
"Dual" leaders is undoubtedly inaccurate. There is every indication that the game will support any number of leaders for a given civ (presumably modders could make each U.S. President a separate, selectable leader for America -- I'm just itching to play as James Garfield myself :)). That said, I doubt Firaxis will choose to devote resources to creating a third, fourth or fifth Greek leader (after Pericles and Gorgo) -- seems much more sensible to me that they devote resources to a second leader for a few more civs..
 
I could imagine a DLC pack of US Presidents, or English Kings & Queens, as examples. With Civ5 Firaxis stated that the main drag on the production of civs was the leaderscreens. If they've managed to speed up that process for Civ6, they might be able to churn out a significantly greater number of leaders than in the past.
 
It would be interesting to handicap yourself. Have one of the 'bad' American presidents have horrible bonuses or even handicaps, then play him (at Deity level :) )
