I keep restarting the game to have normal starting position but almost always i end up on desert. Does anyone know how to change it?

Japan isn't one of the civs in xml that has a starting bias.

On the start itself; with G&K assuming your on a river; that's actually a good start. (+1 faith from desert including flood plains and build Petra)

Even if a civ has a start bias, it only increases the chances that a civ will start in a certain location. All civs can start in any location.

Desert hills make excellent farms/mines/ninja hideouts with Petra

in advanced setup you can choose weather settings. default is 'temperate'. by choosing 'wet' you have a greater chance at grassland but also marshes and jungles.

The game is telling you something.

You will learn to love Desert Folklore / Petra starts,

but japan cant start on desert =_=
I usually care alot about the look of my starting position and i hate deserts and tundra

Ah, an aesthetic objection. You'll just have to reroll the map until you aren't in desert.

Oil for the Zeroes... and them and the Swedes are harsh militaristic civs

Who cares about the starting location? Desert river is OK. So long as you have iron nearby. Seeing as you're in desert, you'll be able to claim some easily. Other civs aren't in a rush to expand into desert.

And if you REALLY hate desert starts, play as Tomatekh's Garamantes. They make them good.

I think only Arabia has a start bias for desert. Japan has no start bias at all, so your starts are essentially an unweighted dice roll. Possibly you are selecting map conditions or scripts that make deserts more likely to appear. As Browd mentioned, the only real way to avoid a desert start is to simply restart the game repeatedly. Fortunately, the map can now be rerolled without quitting to the main screen and setting the whole game up again.
