@FortyJ-- I think you have nailed the two best cities. Bremershaven and Kyoto are two inland cities that have great potential in both production and commerce. I think if we are to build the FP, it should be in Kyoto. However, I think that the Sistine Chapel should be on top of the Great Leader list.
