As for when writing begins, this can be done in your own timeframe. This can happen whether you have the turn or not, most of us setting up our settlement can predict what will happen in the next 10 turns or if turns have past your can recall on the last 20 turns, it is completely up to you.

The reason I left our names as default and this is just an example, France wasn't France to start with, you have every option to call your tribe/Kingdom anything you'd like so long as it ends up its real name in time.
I've read the posts of the Game itself being not as important as the writing itself and I total agree, but seasoned players will play their best anyway to get more out of it, as for me I will be pushing on my people hard to grow and they may not be very happy about it and revolt, if they do great I got a bonus! for something to write but be advised that taking this direction can ultimately provide you with no means to controlling your Civilization, my guess is you'll get the turn but as a "Turn Complete" for the Revolution's duration, I'd think you could see you cities and get an idea of whats going on.
And also assuming, the Barbarians we'll meet down the road will not be just a group of Warriors but be a developed city/state capable of Knights or better, so take the game seriously or one Kingdom may need to plead for help from another rather than what we know as normal in BTS, So Long Live the Kings and Queens of WiG
