I am playing Japan now. They do only start with 2 SNLFs so the AI must have rush built them. I didn't build my first SNLF until the 1940s. Then again, I am a builder at heart. I like to get my cities fully productive before building units out of them. With the Japanese Infantry at 11-11 now, I can do that as they are an effective fighting force coupled with air support.
As for starting power, I think they start weak enough. The first couple of turns I am battling China and Communist China like crazy. What tips the scales is I can draft up 11-11 infantry whenever I need to. That is probably what is making the Japanese so powerful. Maybe turn the Jap Infantry back to 9-11, and make the Japanese Militia unit the 11-11 or something close to that. Those 2 extra attack points make one heck of a difference.
