No. That is the strategy I employ in all WW2 type scenarios.

The multiple nuclear attacks are simply what I regard as best Civ practice, along with a certain amount of simulation of early plans for the employment of nuclear weapons - Dropshot, The Big One. I haven't gone to the level of planning a bomb for two different offices in the same building, which was one early feature.
If I use nuclear weapons in Civ, I don't simply deploy one; my approach is similar in regards to overall military strategy - a massive overwhelming attack, rather than a lot of nibbles.
