Chapter 1 Goals and Strategy
Franz Joseph looked out among his visitors at his reception hall at Schönbrunn Palace. The ladies in all their finery indeed intrigued him, as did the display of sweetmeats, delicacies, including candied Ente. Succulent to the taste every one. To wash it all down the finest reds and whites to be found within the empire. Champagne too, flowed like a river, and above all, Beer! Hunting was always in the back of his mind as well. Indeed a fortnight ago, with a far shot, a prize Hirsch did not escape his sights, the event resoluted in the forefront of his thoughts. Balls and gatherings rather bored him. He had little to add to the festivities, except to exude a noble outward appearance of dignity in front of his guests.
Of his guests there were many including the elite of Austrian and Hungarian society, some foreign influence as well. The foreign ambassadors from Germany and the Ottoman Empire were there. The Ottoman ambassador Musa Celebi was seated on his left.
"The sultan and I are glad you have chosen the path of Autocracy. We endeavor to procure friends of political like mindedness in order to deal with the smelly Russian bear that keeps breathing down our backs. We fight him as I speak. Our forces are trying to dislodge him from Bucharest." The ambassador noted, while prodding his fish with a golden fork.
Franz looked over and sniffled as if shaken from a deep thought. His white mustache heaved up and down and his nostrils flared as if gundpowder wafted hintingly into them. He set his gaze upon his Turkish guest, while trying to remove the thoughts of the upcoming morning hunt from his mind.
"Uh Umm Umm", he cleared his throat before speaking, hoping he heard the basics of the ambassador's statement. "Russia has always been our greatest threat. They undermine us in the Balkans. Troublemakers the lot of them. They spread discontent in my lands here. The downfall of our great empire will always be their ultimate goal."
After chewing a mouthful of venison and patting his mouth with a handkerchief, he finished by saying. "Perhaps a deal could be struck where our combined might catch the bear off guard once and for all. The question is will Germany play along? I for one am quite interested to know. Their attention seems to be drawn to the French and their leader Poincare, and all of his useless socialist schemes. The larger threat has always been Russia."
Musa seemed content at this. He liked anyone who hated the Russians. Both men continued to talk until it was time for the emperor to depart into the foreboding war room for another go at his statesmen and generals.
Franz Joseph Emperor of Austria and King of Hungary, commander in chief of the dual monarchy, stood up in front in front of his advisors. Amidst the chaos of bickering and arguing, which finally reached a rising cresendo he could no longer ignore, something twisted in him. ANGER! Anger which lay long dormant began to fester. With all his strength he brought both fists down on the table. A resounding thud echoed across the room. One colonel lost his ash tray in his lap along with the cigar from his mouth. Amazed at the emperor losing his temper, he stared across in awe at the man, who controlled his destiny. A face of twisted contortion centered around a bushy white mustache, and beady scolding eyes, penetrating in malice, stared back. Those eyes swiveled menacingly at all of them within the sudden quiet of the long chamber. Franz's cheeks were so red, many thought steam may explode out of his ears at any moment.
Then the colonel began to smell something burning, he sniffed curiously, before extreme pain hit him. His pants were on fire and a few hot coals fell into his boots, when he stood alarmingly to pat the flames spreading down his legs. A pall of smoke rose from his chair as he began to dance the jig of jigs, screaming in pain like an old woman. Hushed quiet was replaced by uncontrollable laughter, as a servant splashed a jug of drinking water over the colonel to put the fire out. With a groaned sigh, dripping wet from head to toe, the colonel had a sad poignant expression on his face from ear to ear. He looked as though he was glad for his life, yet looked like he lost his best hunting dog. Above all he was extremely embarassed. The laughter became louder than the arguing did previously. Franz Joseph himself sat back laughing so hard at the sight he could scarcely breathe. The colonel too began laughing. It couldn't be helped. Finally he put his sword on the table in front of him.
"Good sirs I implore you to except my surrender. Before you all laugh yourselves to death.", he said while chuckling.
The colonel was relieved to get some medical attention. Franz Joseph told him that he hadn't laughed that hard in a long time. He promised a job for the young colonel, where he can be of use, instead of being wasted sitting around making old men have heart attacks.
"Now let's get down to business shall we gentlemen?" The emperor looked out with promise in his eyes.
He sat back in his chair and lit a cigar. After a long puff, he asked. "Where should we begin? I feel we are doing just fine right now. Who needs factories and railroads? All that will happen is that businessmen and industrialists will take over the empire and we will have no end of trouble. I feel certain that we have to endeavor to continue our way of life as it always has been." The aristocracy must not falter. Breeding and class should reign supreme.
The first man to respond was the inspector general Archduke Albrecht, Duke of Teschen. He rose gathering Franz Joesph's attention, and asked. "Sire may I?" With his baton he pointed to the map scrolls, spread in a neat row along the end of the table in front of him. Franz nodded approval.
He shuffled through the available scroll cases, found the one he needed, and spread it over the table. Using some warship lead weights to hold down the corners, he began to move his finger over the map. Franz Joseph, along with the Minister President of Austria, Eduard Taaffe, 11th Viscount Taaffe, moved towards the map. From the other side of the table the Chief of the General Staff, Field Marshal-Lieutenant Anton von Schönfeld, and the Prime Minister of Hungary, Kálmán Tisza stood and looked on with interest. The Chief of Naval Operations, Grand Admiral Wolf von Haider rose from his seat and made his way towards the map as well. His medals jingled freely as he puffed his chest like a peacock, his baton slapped in position under his arm.
"This is the way I see it.", continued Archduke Albrecht.
"We need to harness all of our resources, buy as much land as possible. Even if it upsets Germany, Italy, Russia, or anyone else. Remember gentlemen, we are caught in the middle with portential enemies on all sides. True friends will be hard to find. Consolidation is a must." Albrecht finished and gave a stern look once more at the map, before asking if anyone else had anything to add...
All agreed that the general plan was to rebuild the empire and make it stronger. Von Haider suggested that North Africa should also be explored and settled. If resources cannot be attained in Europe in sufficient quantities, perhaps there they could be. The suggestion was generally well recieved and an expedition was planned out in the coming weeks.
The meeting continued and topics ranged from diplomacy to technology. Most approved that the empire needed to modernise in order to keep pace with other European powers. Franz Joseph tried to talk these proposals down, but in the end, even he began to see how important they were. Railroads rather fascinated him when he learned over time of their potential. Expansion was always on his mind.
"I can see my railroads stretching from the Balkans to Moscow!", he boasted after another shot of cognac.
The meeting ended after taking up several hours. All involved seem to work quite well together. Franz hoped this would catch on. He felt that the future could be very promising for his empire if that continued.
On the diplomatic front Russia paid only 17 gold for our embassy. Franz Joseph was appalled by this, but was in no way surprised. Germany and the Ottoman Empire are both glad we chose the path of Autocracy. Although plots and schemes against Austria-Hungary were uncovered by one very predictable source, as well as one very unlikely one. Both were accepted as trustworthy. We thanked both parties for sharing intrigue with us and vowed to return the favor.
Things are looking up for Austria-Hungary. Plenty of people are working. National College is being built. Our first troops have come home from North Africa with new weapons. A new rifle brigade has been sent to there to replace the GW infantry. Germany and Italy have been complaining about our constant land purchases, yet we can't help that. It is do or die.
Additions to Austria-Hungarian Empire after the defeat of Germany. The people rejoice in celebration, 1866 has been avenged.
Franz Joseph is now also the Kaiser of Germany. Wilhelm II has withdrawn what remains of his loyal advisors to Hamburg. His empire lay now in ashes. Divided between Austria-Hungary and France.
"I have come to make Germany one with Austria-Hungary. No longer will we be disunified. Our people will be like unbendable steel. Greater Germany has been born. All of our cities, all of our territory, all of the the Fatherland will be liberated. This I promise you!" He bellowed to the ministers of the greater German Reichstag in Berlin.
Cheers rose loud as the clapping continued unabated. History has been made this day.
Austria-Hungary is third in science output. Reforms for increased education have been much more successful than foreseen.
In military manpower we rank 9th. This will improve as more factories are built. With increased infrastructure we will be able to produce large armies faster, as well as maintain and equip them.
Everyone has declared war on our friends the Ottomans, Including France and Spain. We will have our reckoning with France coming up. In the meantime, in Vienna construction continues on Oxford University.
Austria-Hungary has entered the Modern Era and finished researching Flight. This will help. Now we need railroads.
Trade routes have been hooked up to Berlin, Nuremberg, and Munich. However, we need to improve our cashflow.
Trade has been a bit of an issue due to our backstabbing of Germany. Even Italy who suggested the dastardly deed to begin with and who asked us to support them, has turned their back on us. They call us untrustworthy scoundrels. Maybe we are, but if we are, Italy had better not say anything about it.
Belgrade has been added to greater Germany through Diplo Marriage.
Our next SP choice is to finish the honor tree by choosing Professional Army. This will help with happiness and save us money when upgrading riflemen to GW infantry.
We begin planning for our next war with Germany. The target is the city of Hamburg. This will give us more oil and a useful Baltic sea port. Germany is weak. Essen is about to fall to the French. Hamburg as far as I know stands alone. Russia has also began building aircraft. That will be another priority for us.
We have an army of 110,000 men. This has not increased much. Soon we will be ready to build a larger force. Compared to Germany, we are lions. They only have 17,000 men available for frontline duty.
By the end of September, 1895, the offensive is prepared to commence. Two rifle brigades (16 battalions) around 8,000 men and 3 divisions of artillery or 324 tubes, will lead the attack.
Each artillery division has 3 regiments of 18 batteries (6-8 guns each, I'll just use 6 for this example). Thirty six guns (6 batteries), of each regiment are howitzers. Hamburg will not hold out for very long.
