Meanwhile, my only fear is that Joan of Arc will be leading France instead of Louis.

That would be horrible. Remember her modern "armée" outfit in III? Mon Dieu!

For what I'm getting from notes and videos is, you'd need a 2 tile island for that (1 for the city centre + 1 free tile you turn into the airport distric). So it seems like all 1 tile island-citis will have are several harbour districs.

It looks like there's some kind of airbase you can build outside of your borders. So you could build that instead of a city on 1 tile islands.
