Noticed this oddity from a recent game:

Note that she's pleased with me. I had cancelled deals, many turns ago, and had had no contact with her since. She and I had never been at war, were at war with the same opponent, and had the same religion.

At the end of the game, Izzy showed how much she despised my lying words ... by voting for me for permapope. :lol:

And after winning, I continued the game, just to see if she would talk to me. Nope. "Your lying words pollute the heavens."

I suspect that you're playing a mod. Octavian isn't a standard leader. So the mod-maker probably gave Izzy more descriptive things to say.
 
It's also possible he just changed his leader name in that game to be Octavian, but that wouldn't explain the dialogue.

Questions:

1. When leaders won't talk to you because you cancelled deals, what makes them change their minds? It seems like they will eventually agree to talk after a few dozen turns.

2. The outcome of the religious victory diplo vote surprised me, because only one of my two vassals voted for me, and Izzy voted for me at Pleased. I thought your vassals had to vote for you, is that only true for UN victories?

Did Izzy vote for me because of a secret pro-player modifier making her Friendly with me (though Pleased is reported)? But Isabella's BASE_ATTITUDE is -1, doesn't that mean she secretly dislikes me a little more than the reported attitude?
 
1: Afraid I don't have an answer for that, as I haven't had that happen in a long time.
2: As far as I know, vassals are required to vote for you unless they can vote for themselves? I might be wrong on this though. I don't know why Izzy would have voted for you at Pleased either, unfortunately.
 
The time it takes for leaders to talk to you after cancelling relations varies. Some are more grumpy than others.
 
The time it takes for them to talk after cancelling deals is not leader dependent. Every turn there's a 1/30 chance that they will forget about your treachery and start talking again. Because it's a low odds RNG roll, the duration will vary a lot.
