Once a wonder is placed near sea or lake,the city receives extra 2 culture(Unlike districts,this bonus does not require to finish wonder building)
Also, if the district is pillaged by some natural disasters(cannot assure pillaged by other units),2 cuture bouns still missing even after the district is repaired.
In 1.png IZ does not gain 2culture.
