[1.1.1] Marine Commander with Merit commendation doesn't earn exp inside the extended command range

Title...and see my screenshots - I have a naval commander with Merit, a ship attacks from a tile of the "2nd ring" inside command range to another such tile and no exp is earned:

That seems to be consistent for any Merit commendation…not enough documentation to know if intended or bug

So land commanders behave similar? That's bad...but at least good to know
