1 free horse?

Are you playing as Russia? All strategic resources are doubled, and of course, 2 * 0 = 1/2 which rounds up to 1!

To clarify: you are saying you have a horse strategic resource but no horse features within your territory (including underneath your city, which can be easy to miss when you found the city before horses are revealed).

Do you have any city state alliances?

doublechecked, no CS friends and no improved horses. it seems like I've started the game with 1 free horse unit

there you go, this includes the save and the mods it's based on.

I've also found the problem by mouseovering over the capital: the city tile has horses on it. so the real issue here is that the resource icon doesn't show them.

I've encountered this in vanilla more than once, it's not a VEM/GEM specific thing. The resources map never shows show any strategic resources that are discovered on a city tile.

This is a bug in the game core only Firaxis has access to. I reported it a few years ago.
