Indeed you can, and even though you sort of took two guesses in one I'm going to give you credit...YES, the team with five entries on the perfect passer rating record list is...THE CLEVELAND BROWNS!!!
The first guy to accomplish the perfect rating more than once was Craig Morton, once with the Cowboys and once with the Broncos, and I'd be surprised if anyone ever guessed him...or even remembers him, really.

I read the hint, and immediately knew it was the Browns. Was Otto Graham one of the five?

I do remember Morton since he was the guy Staubach replaced, and then he got stomped by his old team in the SB.
But I would never have guessed him.

Indeed he was. In fact, Otto Graham was the first to ever set the mark, in 1954. I assume that he then got injured, because George Ratterman did it again for the Browns a month later. Then Milt Plum, Frank Ryan, and finally coming into my range of memory Brian Sipe. Long history was obviously key, but surprisingly Atlanta has had four in their relatively short history, and Matt Ryan could conceivably pop one to give them five.

I wanted to guess Browns soooo bad, precisely because of how preposterous it was... but I chickened out because, well... it was too preposterous for me to make such a blatant random guess with any sense of dignity...
