(3.19+latest better AI version) TXT_KEY_CHEATERS_NEVER_PROSPER coming when no cheatin

Has anyone ever experienced this line coming up instead of a free tech after Liberalism without having cheated before? And if, any explanation which non-cheating behaviour can cause this coming up for no good reason?

Happened to my partner in a 2-player-Hotseat/PBEM-game.

It's a bug in the Unofficial Patch. (which is included in Better AI.)

It was discussed briefly here. In that thread, we talked about how to fix the bug.

The bug was fixed ages ago in my K-Mod, but I don't think an update has been uploaded for the unofficial patch.
