3.30 (I think its called) patch for BTS problems

My buildings no longer display unhealthiness and culture given by buildings on their tooltip, but the civilopedia says its still there, and it seems like Kublai Khan and Qin Shi Huang had their images switched. Any fix to this?

I think you mean 3.13. Kublia and Qin Shi Huang I think got changed (not certain though), the tooltip I think was changed too, I don't see culture any more either (I think don't look at tooltip often).

Kublai and Qin where switched in the original Civ4 release - this was fixed in Warlords and it is now correct.
The missing Culture in the tooltip is a bug introduced by the 3.13 patch. Install Bhruic's unofficial patch for 3.13 and all is well - you can also use grumbler's installer for Bhruic's patch if you do not want to install that manually
