Grand Imperial Duchy of Reikland

The Separatists (8,0,Neutral) have seized the initiative and unilaterally declared freedom some certain "overbearing" powers the bureaucracy wields normally across the land. This has increased the power of the Separatists at the expense of the bureaucracy (5,0,Neutral), which blames the government for the separatist's boldness.

The government's decision remains the same now. Either rollback the bold moves made by the separatists or support them.

The Holy Kaiser, direct descendant of our Lord in heaven, will not allow the Separatists to move freely and without restraint in his realm. The Imperial Central Court, with the blessings of our benevolent ruler, will support the Magistrates, and push back the insolent efforts of the seps, hopefully reminding them of their place, and of their service to the reich and its master.

To further increase the support and power of the Magistrates, the Kaiser extends a sizable donation of $1,000 No money. These squatters should be lining up to choke on my shaft, take my load and then happily ask for seconds for me to even give a rat's ass about their petty power struggling.
 
On the matter of the squabbles in Springfield:

By the command of the Grand Chancellor, Jonathan Arveneld I, the quarrel regarding the commercial restrictions upon the guilds of Springfield has been settled. The Grand Chancellor demands that the guilds halt in their quarrel, and that the commercial regulations and laws remain.

On the matter of the squabbles in Carbondale:

The Grand Chancellor has viewed these squabbles, and hereby has issued the 'Reformation of Illinois'. This document will repair the governments of the four republics.

Act 1: By order of the Grand Chancellor and his council, nobles are counted as an ordinary citizen of Illinois, and receive no special privileges.

Act 2: Each republic, minor, major, and the entirety of Illinois must have a council of equal power to the Chancellor that governs it. A new parliament will be established.

Act 3: Voting will be held at each minor republic capital and major republic capital. Any man or woman of 21 years or older may vote.

Act 4: Any unjust action may not be excused if the person is of high rank, noble birth, or any of the such.

Act 5: The three branches of Illinoisan government, the parliament, the Chancellorship, and the Council, are of equal power. Any may veto the other.

Act 6: Illinois is a state of Abrahamism, and promotes the religion, but any man or woman may choose their own religion.

Act 7: Any government member may not appoint officials without permission of all the branches of the government.

Act 8: The Grand Republic of Illinois may rather be viewed as a tightly-knit group of nations rather than a single entity. Each major republic may choose their stance on some laws, such as whether alcohol is legal or not. Each major republic possesses their own minor parliament and council. If a unanimous vote from a major republics parliament, council, Chancellor, and 80% of citizens in that republic vote yes, the republic may leave the alliance.

Act 9: Though the previous act gives many rights to the republics, all must still provide soldiers, weapons, and all military supplies when needed. Defense is of utmost importance.

Act 10: The term of a Chancellor is 10 years, and limited to 1 term per person. The Chancellor may be impeached and removed from office with approval from the parliament, council, and republic chancellors.


OOC: Corruption and nobles may exist no longer! You may ask why change your government right away, but I saw how much power the nobles had. Now, time to get some troops so the nobles aren't going to attack me...

Holy Columbia

The Watercloaks aren't finished in their takedown of the Nobility. A follow-up bill to the last bill would further weaken the nobility [-1,2,Neutral] to near insignificance against the bureaucracy (0,8,Neutral).

The Vice President's can remains hand off on the matter, which will not anger either faction. He can intervene on the side of the Bureaucrats, which will please the Bureaucrats but increase the antipathy of all other factions. Finally, he can intervene on the side of the Nobility, which would please the Nobility, Peasants, Bloodcloaks, and Snowcloaks, but upset the Merchants, Watercloaks, and Guilds.

Vice-President Julian Harwey decided to intervene on the side of the Nobles, demanding that the Watercloaks introduce no more laws weakening the Nobility until the end of the year at least.

This may seem like a bad move from a purely polticial standpoint, as this will end up alienating many potential allies for the Harweys amongst the Watercloaks and the Guilds. However, the Harweys believe that these latest attempts to weaken the Nobility was an overreach by the Watercloaks. The latest round of legislation threatened to effectively remove the Nobles' ability to function without the Bureaucracy of the Church's support. By removing the abilities for Mayors and County-Mayors to issue decrees that allow them to write new laws, this would place almost all local legislative power in the hands of local Judges and would delegate the Nobility to a mere advisory role. The Harweys are also intimidated by the sudden surge in power the Watercloaks have gotten from their scheming as well as their increased radicalism.

As a desperate attempt to distract the factions from these recent issues, the Vice-President has called for a Crusade against the recently collapsed Kingdoms to the South and the East. Perhaps a war, even one that Holy Columbia can easy win, will delay the schemes of these feuding factions...

Rodom d'Ilbama

In the Rodom d'Ilbama, no other faction is as deeply involved with the Caribbean slave trade as the merchants (0,6,Neutral). Right now, the faction that takes the strongest stance against the slave trade are the separatists (0,4,Neutral).

Representatives in the kingdom's legislative body representing the interests of merchants have proposed a law that would open up groups that currently sympathize with separatist sentiments up to increase targeting by slavers. This bill, as it stands, is expected to pass.

The roy-hot can remain neutral in the matter or intervene on one side or the other. Siding with the merchants would please the merchants, but upset everyone else, while siding with the separatists would please them plus the peasants, but again, anger everyone else.

Holy Columbia

In a pleasant change of pace, it is the guild's turn to push for something. The Guilds (1,1,Neutral) have presented a bill that would restrict the influx of migrants from the countryside into cities. This bill, reasonably, angers the representatives of peasants (1,4,Neutral).

As it stands, the bill is likely to fail. If the Vice President intervenes in support of the Guilds, everybody save the Peasants would be pleased. However, if the government intervenes on the side of the Peasants, the Watercloaks, Bloodcloaks, Snowcloaks, and Peasantry would be pleased. Everybody else would be angered.

Faction Issues

Jiajou Dynasty

The clergy (-1,6,Neutral) has seized the initiative and labeled several of the most outspoken villager leaders as enemies of the church.

The peasants (-1,3,Neutral) are pleading with the government to reign in the church's latest actions while the representatives of the Imperial Cult state that what is done is done and that the empress would (and should) approve their actions.

Albaf

The issue between the Méridan Council (representing the Bureaucracy (-2,5,Opposition) and Guilds (-2,5,Opposition) have cooled as neither faction has the strength to outmaneuver the other. Both, however, has found common cause and joined the Opposition as a result.

High Kingdom of Ravenwal

In a move that comes as no surprise, Nobles (4,-1,Neutral) don't like the people in their lands that want to leave [Separatists (5,-1,Neutral). Both have approached the King Redge for support their respective stances on nobility power. The nobles believe that the autonomous regions have too much power and want to reign their powers back, while the Separatists believe that the nobility should bud out and recognize currently contested powers.

Whoever the king supports on the matter will become stronger, but whoever the king opposes will join the opposition.

The Imperial Cult's clergy has gone too far. Reign them in.
 
Enslavement happens on raids and only on people not under the protection of the Free Folk Lords. The Merchants would do well to remember that.

Liu Chang was going to visit the peasants and declare his support for them, as he did not approve the oppressive behavior of the Imperial Clergy, but the support of the peasants by the Empress ended the issue before Liu Chang had the chance to do so. Now, he was in his Manor's garden, drinking wine along with his two sworn brothers, Zhang Wuji and Guan Ying. He was somewhat disappointed; the Imperial Court had not yet replied to his offer to serve the court. Without having a government post, how was he going to fulfill his ambitions: to strengthen the nation and help the people?

"Do not be disappointed", Guan Ying said to his sworn brother. "Have patience. Soon, your efforts and virtues shall be recognized by the Empress and you will have a chance to serve the people and the nation."

"I hope so...", Liu Chang remarked.

"Brother!", Zhang Wuji shouted. "If those scums of the court did not report your request to the Empress, I propose that we charge in the Imperial Court, beat them up and ask the Empress herself for a title."

While Guan Ying gave an angry look to his hotheaded sworn brother, Liu Chang laughed. "Do you suppose it is easy to charge into the court?"

"No", Zhang Wuji replied, "I suppose". He then sighed.

"Well, I will have to wait for news it seems", Liu Chang continued. "But it would be wise to set up a shop in the area to gain some income. We are running out of money and if we do not soon gain some money, we will be forced to sell the Manor."

"I propose that we sell herbs", Guan Ying said. "Before joining you, I was helping an old herbalist, so I know the job."

"I like this idea!!", Zhang Wuji shouted.

"Me too", Liu Chang commented.

So, the three brothers agreed: they would set up a herbalist shop until Liu Chang could gain an official title.

The High King shall back the nobility. While one must be careful to afford the separatists their rights, the nobility are the only thing that keeps the countryside from disorder, chaos, and banditry. The hierarchy that leads back to my own authority is the bedrock of Ravenwal.

The Vice-President has declared support for the Guilds in this matter. The recent string of extremely successful harvests have allowed many Peasants to pay off their Serf-Loans. While these recent harvests are obviously a blessing from Congress, they are also a test to see if we will maintain our traditions even in the face of good fortune. These anti-migration bills introduced by the Justices representing the Guilds will ensure that the proper hierarchy of Columbia is maintained, just like the Founding Fathers envisioned it.

Supporting the Guilds in this matter is also a rare opportunity for the Harweys to please almost everybody, but of course they aren't going to publicly mention that...

Louisiana

Louisianian noble traditions go back centuries, and some would say these traditions, which are colloquially referred to as Southern Knighthood, are older than anything in North America today. These Southern Knights [Nobles (-1,4,Neutral) are now responsible for administering the king's justice throughout the realm, which isn't to say that these local rulers don't often issues their own decrees that they consider stronger than the king's distant word.

The bureaucracy of the kingdom (-1,3,Neutral) wish to change this situation. While nominally working at the leisure of the king, the bureaucracy wishes to expand its power for the sake of power, and if that benefits the central monarchy, well, that is just fine.

The king must take a stance on this growing conflict of interest. If the king supports tradition, the Southern Knights will roll back some of the powers of the Bureaucracy, gaining in strength and increasing their support of the government. This would increase the hostility of the Bureaucracy, which will join the Opposition should the king rule against them.

On the other hand, by supporting the Bureaucracy, the nobility will join the Opposition.

The ball's in your court.

The Southern Knights are of much greater worth to Louisiana than some pitiful Bureaucrats to us. They will uphold the law and order in the land as they did in times immemorial.

The bureaucracy must be subject of his divine majesty's will and so must not act without his wise approval. The wise King of the Waters will align with the nobility in this matter, our pious nobles must be rewarded for their righteous behaviour.

The Nobility (-3,4,Opposition) has proposed a bill that would claw back some of the powers it lost to the bureaucracy (5,2,Loyalist) during the power vacuum left behind when the nobility lost a sizable amount of its power.

The bill is opposed by the Bureaucracy, Peasants, and Guilds, and therefore the bill isn't expected to pass.

The Grand Chancellor can intervene on the side of the Nobility, which would please the Nobility and Neutrals but anger Loyalists. Or, he can support the Bureaucracy which would please the Loyalists but anger the Neutrals and Opposition.

The Nobility and Guild feud has simmered down due to neither having enough power to challenge the other without the support of the ruler. While the balance of power between the factions remain the same, both the Nobility and Guild have joined the Opposition out of mutual interest.

The Kaiser will support his loyal highborn subjects. The Nobility will have their punch at the separatists, and hopefully, this will send a strong message that the imperial government and the Kaiser; is not going to respond well to further actions taken by the separatist faction that collide with their interests.
