Educational Facility
Yields +2 :c5science: Science from Trading Posts within workable distance of the city, unlike the University it replaces.

This will most likely be the last civ design I post today, as I'm going to start working on the Dervish State.
 
Probably final change of the day: added the Kela UB to Haile Selassie's Ethiopia:

Kela
Increases the :c5culture: Culture output of the city by +50%, unlike the Broadcast Tower it replaces. :greatwork: Great Works in Kelas yield additional :c5culture: Culture.
 
And also for Bismarck:

UA:Gunboat Diplomacy
Cities you conquer on continent other then your own provide 33% less :c5unhappy: unhappiness. Military units are 33% more effective in intimidating city-states, and receive free settler upon entering the industrial era.

Gunboat diplomacy was a British thing. Bismarck's thing was the fact that he was a freaking political genius.

Why not a Masonic lodge for a UB? Freemasonry played a big role in Liberian politics as the members of True Whig party were mostly members of the Masonic Order of Liberia until it was banned by the new government in the 1980s. While Joseph Jenkins Roberts was a Republican and not a True Whig, this could make Liberia a bit more interesting.

Hm, that Dervish State feels kinda... lackluster. I liked more an idea I read, many, many months ago of them having a Mahdist UU instead which forced enemy units to retreat. Let me see if I can find the link...

I appreciate people posting helpful suggestions, but the full fledged Civ design proposals aren't really necessary at this point of the process. We shouldn't bite more then we can chew, also keep in mind that thinking up designs is part of the fun for us too :)
 
I disagree with the design of the cafè. I think it should be something like that:

Cafè
Replaces windmill. Unlike the windmill which it replaces, the Cafè provides no :c5production: production. Instead, it provides +15% :c5food: food, and increases the city's :c5culture: culture output by 1 per every 3 :c5citizen: citizens. +2 happiness. Contains one cultural :c5greatperson: great person slot. Costs 2 more :c5gold: maintenance.

Also, Portugal is out of JFD's reach. ;)
 
Well, I don't really want another Cafeteria-esque building replacing the Windmill, when we already have the Coffee House. But I kind of agree with you that the Café might need change. Also, it conflicts with JFD's de Gaulle France, but I can probably get him to change his Café into something else, as his is even less Café-esque.

As for Portugal, I have been planning an African Colonial Portugal, but didn't put it in the OP because I'm not sure exactly who the leader'll be.

Replaces Stadium. Available at Industrialization, as opposed to refrigeration. Provides 1 :c5culture: culture from each cultural specialist slot. +2 happiness.

Cafè
Replaces broadcast tower. Instead of providing extra :c5culture: culture, it provides extra :c5happy: happiness, and +1 :c5greatperson: GPP and :c5culture: from cultural specialist slots per every 5 citizens. +1 :c5food: food from every building with a :greatwork: great work slot.
