Just had a thought: what if Privateers didn't have hidden nationality, but could plunder/pillage trade routes anyway?
Obviously this would result in a diplomatic penalty, but there'd be some pretty hefty swag to make up for it. Perhaps you could even 'steal' a Civ's access to one of their luxuries (although they could get rid of that by just pillaging it)
I'm not sure if it would be better to know whose Privateers they were (thereby leading to a lot of wars in retaliation, whether by the AI or the player) or not (leading to frustration at all the mysterious pirates that keep appearing and not knowing whom to blame). In terms of gameplay, I don't know which would actually work better in practice.

Though as an old Colonization player from way back, I would love that moment when the AI met with me to insist I withdraw my Privateers, and I respond with the immortal line, "Pirates? What pirates? We have NEVER condoned piracy!"
