Air units are on ground for Recon mission

1) Create a new game
2) Open the world builder
3) Place a stealth bomber on the map near a hilly area
4) Use the Recon mission next to a hill

The B2, flying a patrol at ~20,000 ft, cannot see over a hill a few hundred feet high. I'm pretty sure this was not the case in Warlords, the aircraft is obviously being treated as a ground unit positioned in only one tile. 30ft trees likewise block the line of sight of aircraft.

Sorry, the jet fighter sensor technology has not caught up with present (Iraq "occupation") finesse. They have to fly relatively low to actually spot concealed units. This is different behavior than in Warlords, which would give you more from an aircraft (compared to a ground unit with sentry promotion).

Rationale: Forests & hills take more intensive overflights to locate units, so less area is covered.
Is it a bug, or is it by design?
