As for Virginae... It's not so much colonization, as a race to see who can claim the most land. At most you have a population of 10,000 Europeans over there by 1500, from all nations. It's not particularly densely populated; the most populated areas are New Paris and New Euskera, which each have maybe 2,000 folk around. The rest of those "cities" are pathetically small in size.

Ties with Burgundy were overshadowed by ties with Hungary. And the fact that the Luxembourg dynasty was, for a time, the sole power that could oppose the Hussites in German. Nowadays it's more because attacking them would start another great war, which they decidedly do not particularly want at this point.
EDIT2: Actually, looking back on the timeline, I don't think they did reach the Mississippi yet... >_<

You forget that when the peace treaty was signed, their neighbours were stalled and had no way of improving their situation any time soon. IMHO Luxembourg's long-term independence just doesn't make sense; its too good a city to survive when surrounded by a great power.
Furthermore, it isn't surrounded. It's in between the two.
