I think the plan should be as Belial outlined. Try to finish Mongols or at least get the two closest cities. Then upgrade to elephants and hit China. Depending on how many elephants we have either:
a)Go straight for the Great Library from the mongolian region. (If there are a lot left.
or
b)Go for Chendu and take all the cities south of there.
Go ahead and invest the money to investigate Chendu or Beijing when the time is right. We don't want to bring too few units.
Note that we have around 20 turns to wait for deals to expire. Use the time to build up a decent war chest and build some markets. If we get a leader, we might just want to save him for the UN and try to steal the victory by getting everyone to war at the time of the vote. Other thought would be to make an army and hide all of our horses under a pikeman army. The AI might not attack that at all.
I'm back to being depressed like Tsukemono about this game.
