I'll try to find some time to look at this particular problem. Do you know if the problem comes only for Archipelago maps?
Is the AI building settlers? Does it lack boats or military?
I'll test more but I know the problem is not archipelago specific. It's just easier to see it with that map but it happens whenever there are different landmasses.

More testing, I see plenty of military units and warships, so I don't think it's an escort problem; I think I don't see any settler after they've filled their island/continent with cities and very few galleons (1-2 per civ on a standard map at turn 300/600), parked in some cities.
I hope this helps, I can send you savegames if needed.

Edit: Later in the game they have steamers but no settler/pioneer/colonist built at all, even if there's still plenty of desert islands.
 
I've played a land-heavy map lately (Large size, 16 civs), and I did see that after reaching 7-10 cities in the late classical-early medieval, all the AIs stopped expanding until the reneissance or so, when they finally started attacking the nearby barbarian cities, that existed near their borders for hundreds of turns. And definitely I haven't seen any settling on a different landmass.

A few AI wars did happen, the most conquering I saw was the loss of 3 cities and then capitulation to the attacker.

I don't think my 2 changes are the problem, with old ROM, I did it and never had CTD so early and so often.

Have the 962 revision but it still won't work...

It's working here. Have you tried using the launcher and the option Fix Installation?

Looks ok to me. Just to make sure, it doesn't work both if you use F1 shortcut and if you click on the Domestic Advisor icon, correct? Can you try changing language to English and see if it works?

Changing the language was the key mate!

OK, now I have to understand why it doesn't work in different languages.

Heroic Epic does not seem to give the 100% product boost for military units.

See the attached save. I built it in the city named "Onondaga", but I did not see the +100% boost.

There is the +100% boost, it's not reported in the tooltip but if you remove HE with WorldBuilder, you'll see production drop from 168:hammers: to 112:hammers: which is a 100% decrease since your city is producing 56:hammers:

@ OlindaT, why it doesn't work any tiles, is because its a size 2 city, and you have 2 employed people.

Remove the buildings that employ people and it'll work the tiles.

Removing the "Free" Specialists won't do a thing, its building like the Casa de Campo that employ citizens.

To fix, dump caravans, the Food part of them into the city to grow it to size 3.

Most Power Plant buildings will employ citizens as well, as a warning for when you get to that point. They should say "Employes 1 Citizen" in their description when building it, and it's mentioned in the Civopedia under AND Concepts :)

The Castle Gatehouse building now Employs citizens as well, as does the Foundry (I really think the Steel Mill should as well, or at least cut down on the insane bonuses it gives. Maybe "Requires X Foundries" so you don't have one in every city)

WRONG_SYMBOLS_c0000005_CvGameCoreDLL.dll!CvTeam::isAtWar

Are you using Unit-per-tile limit? If so, disable it (=0) and try again. I think there might be a problem there and it worked for me
