To accurately represent how much power the UN has in real life, let's make the resolutions not do anything. 
But seriously, how about a "grant independence" resolution, in which a civ would have to release one of its vassals? To put the newly-independent civ on an even footing, we could have it receive a stack similar to the way resurrected civs do currently. We can also force the owner civ to release some of the cities the vassal state had back to the vassal (so we don't have independent one-city states that can't do anything). To balance this, perhaps this could only apply to capitulated vassals, not peace vassals. (It's not like you see Bermuda actively agitating for independence these days.)
