AP and UN changes

To accurately represent how much power the UN has in real life, let's make the resolutions not do anything. :p

But seriously, how about a "grant independence" resolution, in which a civ would have to release one of its vassals? To put the newly-independent civ on an even footing, we could have it receive a stack similar to the way resurrected civs do currently. We can also force the owner civ to release some of the cities the vassal state had back to the vassal (so we don't have independent one-city states that can't do anything). To balance this, perhaps this could only apply to capitulated vassals, not peace vassals. (It's not like you see Bermuda actively agitating for independence these days.)

If there is no city in the dead civilization's core area, will this resolution make sense?

For example, I use Spain and destroy all cities in Portugal's core area, and build no city there then.
 
The requirement for this resolution is controlling cities that are in another civ's core.
 
Great.Some ideas about UN:
1:There could be five permanent seat.one is the builder and the others are the top 4 on the scores.and 10 or less temporary ones half a UN leaders term.
2:An opt out.All nations will get a event to join the UN.if a player does get involved at first,they will get happiness and stability bonus.if they don't get involve,there will be no penalty but the UN may propose a bill to wage a war against them and if they can force them into becoming a part of UN by diplomacy or some other stuff and can only be preformed once.If the other sides wins,they may peacefully become independent.though they can join later but however,with a small stability penalty and 1 turn anarchy.Same applies to ones which opt out later only they will get 1 turn anarchy,stability penalty and 2 unhappiness.

First part is entirely logical gameplay and history-wise, when the UN was founded the United States put in a series of clauses making it permanently immune to any prosecution.

But number 2 is crazy, the UN absolutely doesn't have that kind of power. All states see an advantage in being members whoever they are, look at Israel for example.
Actually, with all these new Civmodmods they should be in with the OP: Can Defy UN Security Council Resolutions regardless of score, 1+ happiness, 1+ global XP per each defied Resolution.
 
The number two is good as if everyone could opt out at the begging with a small penalty and no long term effect,then every player except the powerful ones will opt out
New ideas about UN: Instead of a resolution that the last civics will be enforced,the current UN leaders civics can be forced.so the AI and the player will be more careful about the UN leaders civic
