If that's true, why does the CSA have High Seas Doctrine? Just because the USA does?

And why does Westphalia A) have a High Seas Doctrine (with half of my EP and IC) with a smaller fleet? If my fleet can't compete, how would theirs be able to?
B) Why do they even have colonies in the first place?
 
@JohannaK and Warriorx1: Both of those nations are open and now yours.

@LastJacobite: CSA has high seas doctrine because they have at least a longer history of operating on the high seas and a chance of defending high seas colonies. They have long-term interests in Nicaragua, Venezuela, China, and Korea. Therefore they definitely deserve High Seas Fleet. As for Westphalia, actually, that's a mistake on my part, they should have Coastal Defense Fleet. Will be corrected.
 
Also note that several leaders have come to power decades too early. E.g. Haile Selassie, who was born in 1892 and came to power in 1930. Also the Shah, Rama VII and a bunch of other children kings.

His Imperial Majesty the Son of Heaven Illustrious Guangxu Emperor has taken note of the hardships of His loyal subjects and shares their anger at the humiliation the Great Qing had to suffer from the hands of the Barbarians. He could no longer stand idle and thus He has proclaimed the following Decree for the Return to Stability:

The Dowager Empress Cixi is to step down from the position of Regent and be given the title of 'Illustrious Queen' and shall be rewarded with gold and silver for her services to the crown while seven Pagodas shall be build to honor her in admission of her great achievements. A military parade shall also be held in her honor.

His Imperial Majesty shall take personal control of His Majesty's Government and shall make sure that the Great Qing will return back to it's glorious days and that the humiliation by the Barbarians shall be avenged. His Imperial Majesty shall abide by Confucian principles and follow the Ethic Code that the Enlightened Master set while also following the orders of Ancestors, the Emperors of the Past.

That is the Decree of His Imperial Majesty.

@JohannaK: I am familiar with the child kings you reference and did the research into each matter when establishing rulers. I feel that the different backgrounds allow for the changes, due to various influences and events.

OOC: I'd like to contend the point that the Kingdom of Westphalia should be a constitutional monarchy, or even perhaps a parliamentary monarchy. At least not an absolute monarchy.

I'll back up this contention with the fact that the Kingdom of Westphalia, Napoléon's German model state, had the first written constitution of the German states. This constitution set the precedent for the repurposing of former Imperial Reichsstände to a national assembly that worked to pass and enact legislature drafted by the Council of State, which functioned at the time as a combined legislative and judicial organ. By the time of the OTL fall of the Kingdom of Westphalia, however, rudimentary parliamentary coalitions were forming in the Reichsstand, and a separate judicial body was being developed at municipal levels. The kingdom had also at this point, through the constitution, developed proto-electoral colleges that would potentially pave the way for proper elected representation in the Reichsstand.

Given that the constitution would have to be modified after Westphalian independence to remove Article V, I would argue that a change to the structure of the Reichsstand and the rise of a proper electoral system in Westphalia would not be unfounded. Unfortunately, I am much too tired and lazy to properly argue the point, so it is entirely your prerogative whether to make me conmon or parliamentary.

EQ, may I please ask you to change my leader to Vladimir I Alexandrovich Romanov (https://en.wikipedia.org/wiki/Grand_Duke_Vladimir_Alexandrovich_of_Russia)? It's mostly for the flavor, but also for role-play, since the figure Nicolas II carries with it a certain aura of kindhearted weakness.

Background-wise, we may assume that Nicolas did fall a victim to the assassination attempt in 1891 in Otsu, Japan, after which his younger brother George Alexandrovich became the tsesarevich (heir-apparent) and eventually the Tsar. However, in 1899 he died of tuberculosis (as it happend in OTL), and was supposed to be succeeded by his brother Michael Alexandrovich. However, Michael was known to hate the idea of ruling a giant backward country, and in addition to this had the infamous "Romanov's curse" of haemophilia, so he managed to persuade his uncle Vladimir Alexandrovich, Alexander III's brother, to accept the Monomakh's Cap (regalia of Russian Tsars) in order to prevent long-lasting interregnum and potential instability in the country that still remembered the crisis of Three Tsars of the early 19th century.

EDIT: Upon reading on Vladimir Alexandrovich's short bio, I consider also asking you to change his political ideology to moderate/centrist, primarily due to his personality:

"Although the grand duke was conservative in his political views, he did not believe in human virtues. A little bit of a rascal himself, he preferred the company of amusing witty people regardless of their ideology or background. The more liberal member of Russian society were invited to lavish parties at his residence. He look with contempt to people less intelligent that himself and considered that he would have made a better emperor than his less gifted brother Alexander III or his ineffectual nephew Nicholas II.
