The government of His Most Imperial Majesty finds the American threat ridiculous. America demands that Haiti retracts a claim it has held since before the United States even had a port in the Caribbean is, quite frankly, laughable. Your entire claim to the region is that you purchased it from Spain, and while we respect the validity of the sale, we will protest your bullying of Haiti and the blatant threat made by your government
From the United States Secretary of War, Elihu Root
To the government of France,
CCed President Tirésias Sam of Haiti
You see threat where none exists and take offense where none is given.
The United States reiterates its long-standing respect and admiration for the first independent nation of Latin America and the Caribbean, the second republic in the Americas, the only nation in the western hemisphere to have defeated three European superpowers (Britain, France and Spain), and the only nation in the world established as a result of a successful slave revolt.
Their struggle is ours and our struggles is theirs. We, like they, and they, like we, struggled with the abomination of slavery and overcame the rule of distant imperialism.
The blatant and distasteful attempt by France to create conflict where none exists is not appreciated by the people of the United States, and if we can be so bold, most probably not appreciated by our brothers in Haiti.
We recommend that the French government mind matters closer at hand than the fate of a former colony who's people they chained and enslaved, a people who were able, only through heroic and tragic sacrifice, to throw off the chains of the Bonaparte crown 99 years ago.
OOC: France 'championing' Haiti is going to be seen for what is immediately by almost everyone. Your history in Haiti is bloody and down-right evil. There is no love for France, especially a French Monarchy, there.
From the United States Secretary of War, Elihu Root
To President Tirésias Sam of Haiti
Despite our concerns over your claims to US soil, we have traditionally been friends and partners and hope to continue that tradition. We will allow matters to settle for now, but hope to revisit issues of mutual cooperation in trade or military, as you see fit, on a schedule you see fit.
The Republic of Brazil will match the American pledge of support and send 2 EP of foreign aid as well to aid in quarantine efforts.
The
United States thanks
Brazil for it efforts to reduce suffering in the Americas and recognizes the selflessness of its assistance.
Freed slaves will be allowed to serve in the national armed forces without undue restriction. However, the government will implement further programs to guaranteed that free labor flows to where it is needed, and that the plantation owners have the tools and machinery needed to operate in the modern world.
The United States applauds the continuing wisdom of the Brazilian government as it struggles with abolition of slavery. Ever step towards emancipation, no matter how difficult or contested, is one towards civilization and the end of savagery.
