INFLUENZA EPIDEMIC SPREADING THROUGH MURILLA. Nueva Toledo, Murilla. A scare has emerged in South America of a deadly new strain of influenza that has been rapidly spreading throughout the nation of Murilla. Despite the rather backward infrastructure and transportation systems in the primitive nation, it has been reported that entire villages have been abandoned after hundreds of deaths to the dreaded disease. Many have fled across the borders into Peru or Paraguay, seeking refuge from the spread of the influenza, threatening those nations with similar outbreaks. Murilla itself has been partially placed under quarantine, as the government seeks to maintain order through the spread of the disease. Protests have erupted in the quarantined areas, and the president has vowed not to allow the corruption of the army or government by the virulent sickness. Reports have emerged from several border towns in Paraguay, Peru, and Argentina of the spread of the influenza, and local people have been urged to seek medical treatment as soon as the symptoms present themselves.

The United States pledges (2EP) towards medicine and medical support for the people of Murilla. The medicine and support is meant to be utilized to help the people of Murilla but otherwise are not restricted and no payment is expected.

The Republic of Brazil will match the American pledge of support and send 2 EP of foreign aid as well to aid in quarantine efforts.

BRAZIL LAUNCHES MANUMISSION PROGRAM. Rio de Janeiro, Brazil. The Brazilian government has launched a program to slowly and gradually emancipate the nation’s extensive slave population. At the beginning of the year, millions of slaves are believed to have been in chains throughout the nation. Brazil has had the largest population of slaves in the world since the 1880s and boom in rubber plantations. The government has begun the slow and arduous process of buying slaves’ freedom from local slave owners, but estimates that at the current level of financial commitment, it may take another four to five years to complete the process, despite optimistic declarations of completion by 1902. Some opposition exists towards the program, claiming that it could completely destabilize the heavily resource-based economy of Brazil, and bring in hundreds of thousands of newly freed workers into the cities, causing rapid destabilization. Questions also exist on the rights of these new freedmen, and whether or not they will be allowed to serve in the armed forces. Still, the move has been heavily applauded by foreign press in Europe, claiming that it is a powerful effort made towards modernization.

Freed slaves will be allowed to serve in the national armed forces without undue restriction. However, the government will implement further programs to guaranteed that free labor flows to where it is needed, and that the plantation owners have the tools and machinery needed to operate in the modern world.

You see threat where none exists and take offense where none is given.

The United States reiterates its long-standing respect and admiration for the first independent nation of Latin America and the Caribbean, the second republic in the Americas, the only nation in the western hemisphere to have defeated three European superpowers (Britain, France and Spain), and the only nation in the world established as a result of a successful slave revolt.

Their struggle is ours and our struggles is theirs. We, like they, and they, like we, struggled with the abomination of slavery and overcame the rule of distant imperialism.

The blatant and distasteful attempt by France to create conflict where none exists is not appreciated by the people of the United States, and if we can be so bold, most probably not appreciated by our brothers in Haiti.

France at no time has sought war, but the childish response of the American diplomatic corps and their insults to France clearly indicates their inability to operate without delving into insults. There is nothing more to say in the matter, and the French Empire is more than happy to make its ambassador available to the Haitian president for consultation on this area.

• It is not possible to determine with absolute certainty who is responsible for the violent events in Incheon or who is responsible.
• The Resident Generals do not support the report made by Mr. Moon Bok and Mr. Colt Bennett.
• The violent mob action in Incheon indicates an environment where incitement against foreign interests is either allowable or where the police are overwhelmed.

As a consequence,

• The provincial police and local military senior commanders will resign their positions.
• Martial law will be implemented in Incheon province. This may require calling up army reserves on a rotational basis. Korean soldiers are charged with protecting legitimate international business interests as well as the Korean civilian population.
• The Korean government will provide Japanese businesses affected by the violence an indemnity of (2EP).
• The Korean government will provide (1EP) in payments to the families of those killed in the action.

The honor of the Empire of Japan is not satisfied by this proposal, due to the following items:

1. The proposed indemnity does not approach even a quarter of the lost Japanese investment in Korea, which totals 10 ep.
2. The proposed solution to the ongoing issue is only local in nature. Anti-Western speech and incitement to violence occurs across all of Korea and requires scrutiny on the Korean national government, as well as local authorities in Incheon.
3. The Korean government has not apologized for or retracted its slanderous report, which painted nationals of the Empire of Japan in the most unflattering light possible. It is an immediate, and clear, example of the second issue.

We ask the Resident-Generals in Seoul to reconsider the example they are setting.
