I can set different captured units right? If the I set the city unit to become a city unit when captured.
Also I dont want to make them mobile because I want them to become a city where I place them. What will the AI do if it is immobile?

If the city unit can't move or do anything other than build a city, wont the AI just use it to build a city?

Yeah, just set the unit to be available to all civs, make sure it doesn't require a tech but does require a resource available to no civs. Then they can capture such a unit but not build it.

A little anecdote of mine. Once way back in an earlier iteration of my ancient Greek scenario, I wanted to get the AI to use its settlers I gave them to settle on the tiles they started. I didn't want to pre-place cities due to atmosphere. But they kept moving them throughout the lands. So to compensate, I made these settlers immobile. What would happen was that the AI wouldn't settle. Instead, it would move their spearmen off the tile one turn, and then back onto the tile in the next turn, rinse repeat. It was kinda funny, because it looked like the spearmen were trying to coax the settlers into moving.

The only real way this can be done is by limiting what terrain can be settled, although this still doesn't mean they'd use a specific settler to settle a specific location.
 
I have the units for both Koreas.
In ancient times Joseon vs Han, late ancient Koguryeo vs Silla (and Baekje, Gaya) and early medieval Ballhae vs Unified Silla

Han wont be able to expand, but hopefully Joseon will also be a buffer fighting China, Manchuria and the barbarians and spending time on fighting them.

In that case, you'd be better just calling them collectively as "Samhan" rather than "Han" to avoid the confusion. They (Jinhan, Mahan, and Byeonhan) weren't exactly the same group, but nonetheless related.

Also include a bit of Buyeo into the northern Korean civ.
 
After some thought, and because my plane of city barbarians wont work. I have added Taiwan into the game.
Right now their leader is the Japanese/Chinese Ming general Koxinga, but I might change it to aboriginal king Dorida Camachat.

Making a total of 22 playable civs
1 non playable civ Russia

I'm also open to suggestions for other civs to be included, if they have enough historical important, or a distinct culture to make for good units.

Here is the map with the current resources and starting positions.
This is my first time making a map from scratch, so let me know what you think about the amount of available resources.

I will add more resources, such as Hindu Relics, and resources for mercenaries.

Just to note, gold on my map sometimes means centers of great trade, such as the Ryukyu or the straights of Malacca, or sometimes silver deposits, since I didn't want to make a separate silver resource
 
I think it looks pretty good, however the Central Asian plain could use a bit more variety, like hills and the occassional forest. I also think the Gobi Desert should reach almost toward the Himalayas. Whenever I feel like making a new map, I often look at other mapmaker's work to get an idea of how to accurately portray certain areas. I also think Russia could start with a bit more room, just to make it a power to be reckoned with when the time comes. However, this is a great start, I can't wait to see how it turns out. Also, will you also have a map starting with cities?

Iirc there is a mount Fuji already, it is comprised of two lm hills (or mountains, i don't recall). Having two in diagonal procession is the easiest one to make. Maybe if you provide me with iconic paintings of mount Fuji i could try to create something for it but i have never tried that again so am unsure if it will be completed :)
 
I don't think there are any non-iconic views of Mt. Fuji. :)

That's a very reasonable attempt. I'd use it if I were building a suitable scenario right now.

Balthasar seems to have a pretty good grasp on using LM terrain in this way. I'm not sure how closely he follows this thread. Try contacting him.
