Hard to say. I think I'll go with The Testament of Dr. Mabuse. Note that you asked what's the best movie I've seen, not the best movie that came out this year.

yeah, i watched pulp fiction again today, which easily tops the list of the best films i have seen this year.

i honestly don't know what is the best new film i have seen this year. i have seen a few good ones, but nothing exceptional.
