Afforess, your mods are so badass I'll be happy to help beta test it for at least an hour a day.
Just need to know if there should be a format to how bugs are reported.
First one,
The production of settler need more than 250000 hammers...
On a 104×80 map with snail speed

In the XML, the <icost> been set to 0, any one tell me what the original
number is ?

Forget about that, I set <icost> to 150, but got the same 250k settler....
Yeah, I like to test it, too. Sadly, you're the only one who made his modmods compatible with 2.8beta, I really miss the other modmods - could you please make "A new Dawn 2.8"?

No other Modmods, pure 2.8beta
I tryed on a normal map, say, Terra large, the problem gone
But I can still replicate the bug...

I still can't replicate it. Maybe an old value from the bugged version 1.35 had a cache laying around that got loaded. I saved the game as a World Builder save, and reloaded it in the world builder and the problem vanished.
I tryed that, problem gone
But I already delete the cache(in the Documents and settings dir) directory totally yesterday, and now if I delete it again and start a new map, still same problem...
Any place else could be the cache?
Anyway, its not big deal.
You should not worry about this anymore if there is no other guy meeting that.
I'll try a fresh install.
