I'm confused about Policies. What is that meant to be because obviously you'd have a policy for one thing and another policy for another.
I'm only allowed one "policy" and I've no idea what to do with that - since obviously I can list out the different policies of the Papacy on different issues.
It doesn't seem to make sense that having a policy on "religious tolerance" means you can't have a policy on "tax rates"
Haha! I used "whatever is the equivalent of civil police forces" just so that I could enforce a policy. "ProtoCops" or "urban militia" would have been cool, too.

He already said that we could put up the important standing policies for free. You can implement 1 new policy per turn, which is an abstraction and a complication inasmuch as Muscovy had implemented no real new policy in 1491-1495 unless you count putting heretics on donkeys and chasing them through Novgorod as a policy.

Policies are broad statements of governmental effort. The do not cost gold, but can affect stats, especially factions. As govenments improve, the number of polices will increase.

Yes advances come over time through various spending and through learning from more advanced neighbors. You do not control the process, the model does. In many cases advances only come when multiple criteria are met.
I'm going to have to bow out. I feel I do not understand the ruleset enough to be able to enjoy this NES, and have been distracted by multiple potential projects.
