Blackened Skies

The US mobilises to 60%.

Rules Announcement: Due to some concerns and misgivings about the mobilization spending, I will be re-tooling the system over the next few days. Now, mobilization will no longer reduce Base Cost, but will increase industrial growth drastically. Additionally, 0% mobilization will be tied to 0 upkeep, to provide a mothball option for militaries. For now, please use your current listed base cost, regardless of which changes to mobilization you intend to make.

Please discuss all questions or concerns in the pre-thread, which shall henceforth be the meta thread, where announcements like this will be made. That is all.

From the German Federalist Alliance
To the UK and the USA

GFA joins France in its inquiry regarding the reasons of such sudden escalation of war efforts when neither of the countries is at war.

The United States actions are a measured and balanced diplomatic response to the British decision to mobilise, without cause or justification, in what is plainly an aggressive act aimed at stoking international tensions. The United States further applauds the Continental Powers for recognising the danger that the United Kingdom present action poses to peace.

In the light of the unexpected turn of events, his majesty has decided that ideologies must be put aside for now. Romania offers to supply France with oil, in return for money, of course.

Could a similar deal be considered to supply the Alliance's need for petroleum? We wouldn't like to compete with the friendly French regime, but rather receive a reasonable share of Romanian oil under same terms as France.

If it sounds well, what is your price and terms?

We assume that Romania will offer oil to Russia too and shall not abandon it's neutrality.

Y'all should sell to us too, in the interests of neutrality of course. Yee haw!

Why does Russia need oil? You guys have plenty of your own. Which brings me to...

Would you care to sell fuel to us? For the sake of good old neutrality, naturally.

OOC:

Tolni told me it wasn't clear (despite my posting in the meta-thread) that i cancelled mobilization orders with the change in rules. To be clear Britain may or may not mobilize in the future but so far is not.

Of course Romania can export oil to russia and america if they so desire. We didn't consider this until now since both america and russia have larger oil reserves than us. And export to the us wouldn't be useful considering the long distance. We offer russia to export oil by train, if they so desire. For France and Germany, we can offer to use the romanian merchant navies tanker flotilla to export oil to france, where some of it is then transportet to Germany.. But the french navy would have to escort these ships. We would sell the oil to normal market prices to france, who could sell a part of it to germany.

The Romanian position with respect to the sale of its oil and the carriage thereof is totally incompatible with Romania's profession of neutrality. To wit, the United States and Russian Governments have as much right, irrespective of our domestic oil situation, to purchase oil from Romania, as the Atheistic Socialists States. Further, the invitation of French ships to enter the Dardanelles, as 'escorts' to Romanian oilers, would constitute nothing short of a provocation to Russia in particular but also to Italy and such other states as the French will have to transit past directly and indeed to the United States in an indirect fashion because of the grave injury to the peace it poses. The Romanian position is therefore nonsense. To remedy this, the United States requests a share of oil equal to that exported to France, and suggests the Russian share might be similarly matched if it agreeable to the Tsar of all Russias. Nothing more need be said about French ships either, given that the Barbary states are long since dead and buried.

Romanian Oil and pertoleum production also has to be profitable. His majesty can not afford to loose millions just because America feels left out. We never said that French ships should enter the black sea, they should escort our tankers once they reach dangerous waters, like around Malta.
If America wants to buy our oil, then they for sure are ready to pay the far increased price, which would result from shipping this massiv amount of oil to the US. You should also notice that most of our merchant navies tankers are not meant for travelling across half the globe.
We at best have one or two tankers which are able to make the travel to the US, which can hardly carry as much petroleum or oil as you want us to deliver.

Putting this aside, the Romanian Oil and petroleum Companies announce that they will export
0,6 million tonnes of crude oil and 0,4 million tonnes of petroleum products per year to european customers.
We would offer to divide this equally between Germany, France and Russia, if they agree.
We also offer to send a 10000 tonnes tanker to the US, which will give them the oil they seem to despratly need.
The remaining production is needed for domestic needs.
We also ask the Italian goverment to sell us some destroyers, don't have to be the most modern ones, so that we can escort our tankers.

Perhaps a more...amicable solution would be to use the Danube as a natural way of transporting oil. Less efficient than using tankers, for sure, but less likely to cause a global conflict.
