Inter-Faction Reports

BATTLE OF MARIANA. The independent town of Mariana has long been one of the most heavily fortified and advanced communities in the wasteland outside of the major factions. Towards the middle of the year, the neutrality and freedom they had enjoyed was suddenly at risk with the arrival of a large and vicious barbarian tribe known as the Westerlings. Greatly outnumbered by these tribals and at risk of losing their community in a siege, they sought out aid from nearby factions, offering their own industrial might to the faction that offered the greatest support. They were torn between the Maritime Collective and the Florida Reclamation District, but they determined that their primary need was boots on the ground rather than sophisticated equipment. The Enclave offered close air support, in addition to ample firepower through power armor, and they joined the FRD and Mariana in combat. A battle was fought outside the walls of the city as the forces of Mariana sought to engage the Westerlings before their siege equipment was in place. They were highly successful, and while they did not have the numbers to wipe out the tribals completely, they did have enough to drive them away. Mariana has since applied for and received admittance into the Florida Reclamation District.

GREEN BEAR CORPS OPENS SUNSHINE RECRUITMENT CENTERS. The Green Bear Corps, a mercenary group that achieved notoriety, if not much else, for their surprise fighting against the Talon Company in Jacksonville, has begun far ranging recruitment for warriors. A selection of recruitment centers have been established in several Sunshine Kingdom towns, offering lucrative contracts for anyone willing to join their military order. Installations have been built in Queen’s Deep, Satsuma, Oak Hill, and Nasacity. There have been concerns among Sunshine Kingdom senators about the risk of allowing such a group to establish itself in the Kingdom’s territory, but the Queen has spoken to be fully in support of the recruitment effort. With so many dead in the ruins of Jacksonville, other factions in the wasteland are hoping that the Green Bear Corps actually can live up to the hopes of offering an alternative to the secretive and vicious Talon Company.

Faction Reports

Atom Union
The Atom Union, born out of the town of Albany, has fallen to the most consistent threat of the wasteland, war. Having been giving some warning by the fall of Dawson, they prepared themselves for the devastating onslaught of the Steelmen, preparing fortifications and positions to repel the invaders. Unfortunately, no preparations proved to be sufficient to deal with the threat at hand. The howitzers of the enemy brought down the main defenses and walls from a distance unreachable by any weapons of the Union. The first attack came at Albany itself, the heart of the Union, and the Commissioner himself led the last defense after the walls came down. Along with nine others in power armor, they fought to the bitter end to buy time for civilians to escape. They managed to detonate the energy reactor and wipe out hundreds of Steelmen as the town finally fell. The other towns were less ably defended and they fell one by one first to the Steelmen, and then to the Westerlings from the south. Hundreds survived the disaster either to be enslaved or to flee with nothing but the shirts on their backs to the Sunshine Wasteland. In the wreckage of the Union, a new order has risen, as peace has given away to war and chaos.

Dademen

The Dademen have begun organizing themselves into material salvaging parties throughout the southern part of the Greater Miami ruins. The first objectives for scouting and salvage were the ruins of Kendall, and they managed to find a decent amount of salvage, though the small party was not sufficient to bring much back. The entire area is just as heavily infested with all sorts of nasty life, including the aquatic ghouls people have taken calling reapers. Even a few dragon nests have been reported in the area. The scouts proved skilled and able when it came to avoiding the creatures, protecting themselves from onslaught. A secondary expedition went further south to the ruins of Homestead, investigating what was one the largest farming region in this part of the state of Florida. They were surprised to find that soil testing indicated that the farmland was still fairly arable, and the area itself not nearly as badly infested with monsters as Miami, possessing only a few scattered mirelurk encampments.

Dragon Lord’s Challenge: The Dragon Lord’s tamed beasts are not eating correctly as of late, and most of our stored food is not to their liking. Some advisors suggest that we have a ready supply of meat in the form of our citizens and immigrants, and that sacrifices should be in order. Others abhor this suggestion and claim the creatures should just be released for the good of both them and the community. How do we respond to this debate?


Florida Reclamation District

The Florida Reclamation District has fought its first real battle against a worthy opponent. The town of Mariana had called out for aid from both the Maritime Collective and the District, and the FRD responded with the help of the Enclave. The Enclave provided close air support, while the FRD supplied front line infantry to back up the Mariana marksmen in their militia. The resultant battle proved the strength of the FRD and their commitment to the restoration of Florida and the safety of its people. Thanking them for the support, Mariana applied for and was granted admission in the Florida Reclamation District. The new town has been added into the larger faction, providing a massive source of weapons, supplies, and equipment. Integration into the caravan system has been fairly simple, and the town represents a major part of the newly expanded FRD.

Governor’s Challenge: Our acquisition of Mariana has led to some new problems. While their civil leadership has been fully cooperative and willing to follow orders for the good of the entire District, their intellectuals have been significantly more recalcitrant. They have refused to disclose what project they have been working on and threatened to destroy their research if we try to pry further. Our own scientists would like to have the assets of their facility combined with our own. How do we respond to these irritating researchers in Mariana?


Fort Rome
Spoiler :

Fort Rome has continued to expand and widen their reach throughout the wasteland. The food situation has been nearing a critical point and many are concerned about the long term survivability of the faction. The town of Capua was directly attacked by a large group of raiders and essentially the entire community became casualties, either killed or injured. They only managed to survive by the superiority of their firearms in comparison to the raiders. They lacked the resources to send out scouts beyond a couple of limited forays, but did at least discover the encouraging news that the Scottsboro area was fairly well suited for farming. Salvaging conducted in the Huntsville area had other heartening news, when soil tests determined that the Madison area was actually surprisingly fertile for future farming efforts. The salvagers managed to bring in a goodly amount of scrap materials for use in further construction for Fort Rome itself.

Another expedition was sent to the northeast to find out the fate of the past expedition sent to establish an outpost at Russell Cave National Monument. They were unable to find any trace of the expedition or their weapons throughout their journey. They did encounter a fortified independent community in the ruins of Skyline, but bypassed it after observing too many people to engage successfully and still accomplish their missions. The rest of the route on their journey proved too volatile or ill-suited for farming for any further good news, but they did determine that the area of Bass could be fair for farming. The expedition then cleared out the caves and secured a minimal outpost in the area, drilling wells and setting up the new settlement of Neapolis.

A less successful expedition was to be sent south under the command of the military consul, scouting the rest of Alabama and looking for other civilizations. They only managed to send back a single report before all contact was lost with the group. They had managed to survey first Laceys Spring, which was deemed highly fertile for farming, and the Arab/Egypt area, which was considered worthless for any settlement. According to the returning scout, the expedition was to head further down the old 231, but no other reports ever returned. It is unknown whether they lived or died in their journey, but it seems likely that all are lost to the hazards of the wasteland.

Consul’s Challenge: Most of our new immigrants are settling down in the town of Capua, not wanting to live in a bunker or cave. Among them, a new cult seems to be rising, calling itself the New Dawn. They appear to believe in a future transformation that will occur, ascending all mankind to a new plane of existence. Their leadership is mysterious but charitable, offering all sorts of support for new settlers and towns. Some of our leaders want to crack down on the spread of this cult, but others suggest we continue to allow religious freedom among our people. How do we respond to this new cult?


Georgia Reclamation District
Spoiler :

The Georgia Reclamation District has continued to thrive and develop over the rest of the year. New towns have been added to the District, offered much valued security against raider attacks. Towns like Union City, Bonanza, and Cartersville have all been held victim to the whims of raider clans marauding through the Georgia Badlands. Cartersville even just barely avoided the attention of the Steelmen when they passed by last year, and subsequently had already been preparing to join the District. The message was reinforced when a large band of raiders attacked the District town of Locust Grove. They had large numbers and managed to cut the town off from sending any messages or warnings. The entire community was attacked and burned, and only the pillar of smoke alerted the neighboring town of McDonough that trouble was taking place. The Enclave response was slow in arriving due to other commitments, but managed to clear out the few raiders still reveling in the ruins when they did arrive.

Despite the constant threats of raiders, there was an unusual event when a diplomatic expedition was sent to the town of Fort Blue. Much better equipped than other such expeditions, including the governor himself, the force was combined with an Enclave squad. A massive gift of food was to be provided to the settlement, but it was rejected. They refused any of the gift food, which was subsequently returned to the GRD’s stockpiles. The expedition was refused entry into the fort, though they allowed the militia of the GRD to conduct exercises in an attempt to impress them. Surprisingly, even the Enclave’s display was met with nothing but blank stares, and more surprisingly, laughter. The leaders of Fort Blue turned the GRD away, indifferent towards their proposal.

As in previous months and years, expeditions were sent out into the wasteland to salvage for supplies and look for new opportunities for farming and materials. The salvage expeditions mostly were quiet and by the book, but they did run into trouble in the ruins of Fayetteville. A very aggressive colony of giant ants has made a home in the area, and they relentlessly attacked the salvagers and robots while they undertook their efforts. This prevented any thorough scavenging operation, but still yielded at least some supplies for the journey. Reconnaissance was also conducted throughout the entire region around the ruins of Atlanta, and it was found that a good amount of the territory was not exactly prime farming land, submitting their information to the Governor.

Governor’s Challenge: A good amount of the food we have recently purchased from the open market has come from the region known as Paradise in the Sunshine Kingdom. According to rumors a fabled Garden of Eden Creation Kit was once deployed there. The technology and materials used in that project likely still linger in the food produced in the region. Our scientists suggest that with an extremely large amount of this food, we could break down some of the technology at play to further our own purification research. They would require 5,000 units of Food. How do we respond to this proposal?


Grand City of Orlando

The Grand City of Orlando has had its first elections for Grand Minister. The elections were swept up by a charismatic candidate that won the hearts of the people with her lofty rhetoric and speeches. More cynical people are unsure what she can actually accomplish, but she has shown her value as a potential leader. Otherwise, the city has been quiet, as salvaging operations have continued full force throughout the ruins, as many people participate in the effort. Organized operations have led to large sectors being cleared out as robots and men work together. Tourism and immigration have reached ever greater heights, and many believe that the faction is clearly on the rise.

Grand Minister’s Challenge: A large number of our people are complaining about the laborious activity in the Orlando area. They claim that we have more than enough robots to undertake salvage operations and that thousands of people are not needed. Most of them have no interest in continuing to participate in these large operations and are becoming quite upset with the whole situation. If we continue to launch salvage operations with thousands of people, we may face unrest. How do we respond to this situation?


Green Bear Corps
Spoiler :

The Green Bear Corps, after the disastrous mission against the New Age Corporation and Talon Company, has reevaluated its assets and abilities. They have instead focused upon contracts and concerns that they can more easily complete. To provide fodder for these new missions, they have opened recruitment centers in the Sunshine Kingdom. New recruits have flooded towards the bunker from these stations, offering a surprising amount of growth in the ranks. Salvage operations in Jacksonville and Yulee were launched as training exercises, and they had some problems. Deathclaws attacked both expeditions, and nests were identified in the Yulee area. Still, they managed to undertake some salvage despite the losses suffered at the hands of these vicious creatures. A major operation was undertaken to protect a shipment of howitzers north to Waycross and Nahunta from the Sunshine Kingdom, and the Green Bear Corps executed the mission flawlessly. Only a few minor threats ever emerged and they were efficiently dealt with. Other patrols in the area have been focused on protecting the road to the nearby town of Hilliard, keeping the caravan routes safe from any marauders coming out of the Georgia Badlands.

Captain-General’s Challenge: While most of our adults have volunteered for dangerous duties and mercenary warfare, we have a good number of child who were not of age to participate in the vote. Not all of them are interested in becoming mercenaries like their parents, and they may seek a life outside of the bunker. How do we deal with those who were born here but are not interested in our way of life?


Jacksonia
Spoiler :

The government of Jacksonia has established a new citizenship system. All new immigrants to the Fruitland now have their names, dates of birth, and other personal measurable details recorded. Prints will be handed out to everyone who enters by any of the main gates or by the train, so that they have a passport of identification, and they are warned not to lose these. For now, the Overseer insists this system is merely to keep track of immigration, and make for easier record keeping. Moreover, citizenship centers have been opened up in the three Forts to allow existing residents to obtain passports. Some are concerned about the implications of this program, but long-time residents of the Fruitlands find the system to be potentially useful for keeping out less savory wasteland travelling types.

The new systems of citizenship and passports have been just one new development among many domestically in Jacksonia. New roads have been developed and older buildings have been demolished to allow for the creation of paved roads to replace major thoroughfares. While this has diminished some of the appeal of the forts in the Fruitlands, it has allowed for easier transportation of goods and people. New roads have also circled around along the Great Wall, offering a quicker response time to any attempted breaches. Complementing this system is a new fire station, with converted trucks providing a fresh stream of water to wherever they are deployed. This has been announced as a response to the risk of fire damages in the future, and Jacksonia can be applauded for operating the first organized fire brigade in the Sunshine Wasteland.

Many of the newly arrived immigrants were immediately thrown into an assembling expedition slated to scavenge known territories to the south. Thousands were brought together in a major force, lavishly equipped with weapons and supplies to go over a large amount of terrain for anything of value. Due to the extreme size of the expedition, the operation move very slowly and did not cover nearly as much ground as the planners had expected. They found a large amount of supplies that were easily recovered, and estimated that plenty more remains. Moving in such force, they constantly ran into nonstop trouble, but any hotspots of monsters or men were easily overwhelmed by sheer numbers. The expedition reached every location along the coast all the way to Port Charlotte, where they had to turn back around. It is believe the expedition cleared out the largest nests of creatures in the interior, but they state that the underwater mirelurk nests along the coast are currently unreachable and they will likely to continue to make inroads onto the mainland.

Overseer’s Challenge: Our fishermen have claimed to have noticed unusual activity in the waters around the Fruitland recently. They tell stories of shadows when there are no clouds, and state that the mirelurks have become more aggressive than ever. Others claim to have seen strange things in the night, claiming that a giant creature with tentacles emerged from the surf with an unfamiliar stench and noise. They would like the Overseer to begin patrols of the waters at night, and possibly use explosives to scare off whatever beasts may be there. Of course, others suggest that these are just tall tales, and that any effort to fight the creatures, if they even exist, would simply be a waste of resources. How do we respond to this issue?
 
Louisiana Reclamation District
Spoiler :

The Louisiana Reclamation District has continued to work towards the reconstruction of America, seeking out the restoration of the region around the vault. New fortifications were created around the land based vault door, protecting it from assault and creating a location for Enclave vertibirds to land within the walls. Three new aircraft arrived before the end of the year, along with ample reinforcements for the local garrison. Numerous new Enclave soldiers have begun crowding into the vault, though rudimentary barracks have been constructed near the landing sites for their aircraft. The vertibirds have been used extensively in support and scouting operations, as Eyebots have been deployed in advance of scouting forces along the Mississippi River. With this aid, they have continued to launch clearing missions in Baton Rouge itself, to limited success. The sheer amounts of monsters in the area have caused casualties, but direct aid from the Enclave has prevented higher losses.

The shorter scouting expedition was sent north to Red River Landing and had fairly easy success. Most towns were found to be vacant and without a local population. Some salvage operations were conducted along more vacant banks of the Mississippi, but for the most part it was limited by a lack of salvageable materials. The scouts reported numerous signs of previous salvage expeditions from an unknown entity, stating that the old Louisiana State Prison was clearly systematically dismantled. The expedition did encounter some fire from a band of raiders in the town of Morganza, but a couple of quick bombing runs from the Enclave soon silenced them.

The southern expedition had more stops to make on their journey and reported back with more interesting results. They managed to retrieve a more impressive amount of salvage from the various ruins stopped on the voyage. For the most part they found that the area was populated with a wide assortment of typical wasteland creatures, most of whom avoided the ship as it sailed down river. They did detect a group of raiders camping in the ruins of Donaldsonville, but they left each other alone. More importantly than that was the discovery of two civilized and friendly communities living along the river. In the ruins of Carville a community has emerged called Carveil, while further down river towards the end of the expedition’s route was the town of Burned Side. Friendly greetings and information was exchanged with the two towns, and a network of merchant traders on the river was discovered.

Governor’s Challenge: One of our more enterprising citizens has recently been making a lot of caps by working with the merchant caravans. He would like to offer our leadership fifty thousand caps in exchange for one of our small boats. He states that he would like to usurp the current independent traders on the river using a larger shipping capacity. This will likely hurt our relations with various merchant caravans, but could build closer ties to other communities on the river. Also, we would lose access to one of our boats. How do we respond to this proposal?


Maritime Collective
Spoiler :

The Maritime Collective geared up for war, but found itself without a fight. While the town of Mariana had appealed to both them and the Florida Reclamation District for aid, the FRD and their Enclave backers offered more than the Collective could provide in terms of blood and weapons. Not everyone was displeased at this, as it allowed the Collective to avoid the loss of more people and weapons to a battle that may have been lost. Unfortunately, during the process of mass production of new munitions, a malfunction took place at the ammunition conversion facility, resulting in an explosion that killed and injured dozens. The facility was a total loss, but thankfully, most of the ammunition was recovered. In more positive news, the struggling town of The Door on the west side of the ruins of Mobile was accepted into membership with the Collective, expanding their reach further west.

Mayor’s Challenge: The idea of taxation was brought up almost ten years ago and rejected at the time. The issue has come up once again. With so many merchants and traders within our territories, we could stand to begin taxation of the people. Any amount of caps every six months from our people could result in eventual high incomes for our faction’s government. How do we respond to the proposal to initiate taxation?


New Gulf Commonwealth

The New Gulf Commonwealth has continued to remain a major importing economy, buying large amounts of food and water from the open market. As population surges in Newberry and the rest of the Commonwealth, they are struggling to come up with the supplies needed to support them all. Salvaging in Orlando and Gainesville has helped support the economy as a whole, but not put food on the table just yet. Matters have been threatened further by a new and massive raider attack on the town of Newberry. New fortifications have helped to protect the railroad platform in the community, which seemed to be the priority target for the raiders. They also rampaged through refugee and nomad camps outside of the walls, capturing hundreds of would be migrants to the Sunshine Wasteland. There is significant concern that these heavily armed raiders will continue to pose a threat to the region, wherever they may be camped.

On the home front, a referendum was held focusing on the fate of the faction. Information discrediting the Ryan family has been seeping out into the larger Commonwealth, and opposition has clearly massed against them. The new vote was held to determine whether or not Milton Ryan would remain governor. Despite the confidence he had in the election, Governor Ryan was voted out of office in favor of a Leesburg citizen named Edmund Chester Fitzgerald. He had pledged a new order to the Commonwealth, and is the first leader to not have been raised in the underground bunker, but was a native resident of Leesburg. Leesburg has similarly voted to start dedicating resources to the expansion of their entertainment industry, already thriving thanks to access to the lucrative Universe City market.

Governor’s Challenge: The status of the Ryan family is still very significant in our government. Many Ryan family members continue to hold sensitive posts in our management and bureaucracy. Some of the new governor’s advisors have suggested a purge of the ranks to replace them with more suitable candidates. This could help preserve the stability of our regime and reduce the risk of a possible coup or revolt in the ranks. On the other hand, they have been doing their jobs well enough for some time and a purge could cause more trouble than it is worth. How do we respond to this issue?

Paradise Kingdom
The Paradise Kingdom emerged after the destruction of Nassau by Chinese nuclear weapons, the only island in the Bahamas to receive the dubious distinction of being targeted by communist atomic attacks. The Paradise Kingdom emerged from a group of wealthy tourists lording over a significantly larger number of locals who had been working in the hotels. The tourists formed the first aristocracy and thanks to a weapons smuggler, managed to secure their position against initial revolts. In the centuries to come, they propagated a new faith from a cult of the lower classes, in which they argued that there was nothing beyond the oceans, and the world of the Paradise Kingdom was the entire world. In time, eventually the lower classes led another rebellion, and war tore the island apart once again, as the two sides fought for supremacy. A small group of the lower class fled to a group of caves to establish a new base from which to continue their rebellion. The entire situation was stalemated until the Sunshine Kingdom landed an expeditionary force on the western edge of the island. Suited in power armor and speaking unfamiliar terms and languages, it truly did seem as though demons had arrived from beyond the horizon. The leaders of the Paradise Kingdom were able to rally their population in fear of the demons beyond the sea and wiped out what remained of the rebellion, and then extinguished the last forces of the Sunshine Kingdom. The boost in sophisticated weapons brought about a new renaissance in learning and ideas. Religion was reformed, and they began to explore the islands around them, leading to naval conflicts with the Commune of Freeport and other factions in the Bahamas. Pierre Gladstone is a member of one of the most prestigious families in the Paradise Kingdom. Through aggressive trade practices, backed by the wealth of his slave plantations, Gladstone was elected king of the Paradise Kingdom by the Council of Fifteen, a council consisting of the heads of the fifteen wealthiest, oldest, and/or most prestigious families in the kingdom.

King’s Challenge: Our scouts have begun to report that regular merchant routes have begun to be established between the mainland factions and the islands in the Bahamas. They offer the potential for both trade and immigration, but we have always avoided external influences upon our people. Should we allow these independent merchants and traders to enter into our ports or continue our standing policies of confiscation and seizure?


People’s Republic of America

The People’s Republic of America has closed out the year quietly. They have begun to welcome some immigrants, but most passing through the region seem more interested in heading further south. Ample construction has taken place in St. Pauls, as new walls, farming equipment, and water production has been added to the community. This has allowed the town to reach a self-sustainable status, though they only have a limited margin for new immigration. The largest other endeavor to take place was the launching of a scouting and recovery mission to Rowland, seeking to gather whatever salvage could be found there. On the way they passed by an existing settlement at the town of Elrod, which was friendly but wary at the passing expedition. They offered to point caravans in the direction of St. Pauls, to help bring the Republic into the larger wasteland marketplace. Salvaging in Rowland was limited, but they did eventually return with a moderate pile of materials for future construction.

Premier’s Challenge: The first caravans have begun to arrive outside of our settlement. We are on the outermost periphery of the civilized wasteland, and only a few have braved the elements to reach us for trading purposes. Some of our leadership are concerned that these capitalists could be a negative influence on our people. They believe we should refrain from trading on the open market in order to maintain the purity of communism. Others are more pragmatic and suggest we allow the caravans to trade in order to allow us to participate in the wasteland economy. How do we respond to this debate?


Raider Federation
Spoiler :

The Steelmen were set and determined upon carving out their own empire in the Georgia Badlands. While their attempts at war and conquest in the Georgia Reclamation District had failed, the Atom Union proved to be a softer target. After the conquest of Dawson earlier in the year, the Steelmen were positioned to carry their conquest on to the rest of the Union. Their first mission was assembling new allies throughout the Badlands. For the most part they were unsuccessful, looking for raider clans to incorporate to the west, and there were few before they reached Alabama. A secondary expedition went southwest along the river, attempting to reach the rumored group known as the Westerlings. They had to avoid a strong town known as Shortville, which was well defended and hostile to the raiders. They ran into the Westerlings near the town of Gordon. As it turned out the Westerlings were headed northeast anyways and it was simple enough to convince them to join the Steelmen’s proposed union. An alliance was set that would spell the doom of the Atom Union.

With new allies and possibilities, the Steelmen charged forward into the Atom Union, attacking the heart of the nation at Albany. Using howitzers, they managed to suppress and destroy the majority of defenses before advancing in. The casualties approaching the walls were minimal as most of the fortifications had been destroyed by the sustained bombardment. The heaviest fighting took place inside the walls as the garrison attempted to make a last stand around the warriors in power armor. As it turned out this was a diversion, while they set the energy reactor to explode. Hundreds were wiped out in the blast, including the pitifully few survivors of the Atom Union’s main forces. The battle in Easebur was similar, as the Steelmen continued their onslaught. Once more the automated defenses were destroyed by artillery, and the forces charged in. Losses were lighter in Easebur, as the raiders immediately withdrew when they realized the defense was attempting a similar gambit as they had in Albany. The remaining garrison wiped themselves out but took few Steelmen with them.

After defeating the second largest garrison in the Atom Union, the Steelmen turned south to complete their conquest. They arrived in Arlington to meet with the Westerlings who had arrived and put the town to the sword. They agreed to join a proposed Raider Federation as an independent clan in fief to the Warlord in Albany. United with new allies, the Steelmen marched upon Pelham, seeking to destroy the last remnant of the Union. Pelham was more prepared than the others but were once again unable to do anything again the ranged artillery of the Steelmen. The walls crumbled and the only fighting took place hand to hand, as the Steelmen deployed heavy weapons like flamers in the interior of the town. Casualties were surprisingly light as the Atom Union came to an end with a whimper.

Completing their conquest of the Atom Union, the Steelmen began to establish the foundation of a new nation in the Georgia Badlands. They managed to keep most of the towns seized mostly intact with the exception of fortifications and reactors. The Spartans were granted the town of Easebur to be their new home and settlement, and they migrated away from the rest of the Steelmen. The Westerlings were granted Arlington instead, where they immediately began establishing their crops and fields. Pelham and Albany, now renamed Conquestville, were kept by the newly proclaimed Warlord as the territory of the Steelmen. He proclaimed the Raider Federation, and the free cities of the Georgia Badlands would quake in fear at the new strength given to the barbarians of this part of the wasteland.

Warlord’s Challenge: While the Steelmen continue to maintain the most weapons and political power in the Federation, the Westerlings are by far the most numerous of our people and the ones with the strongest foundation and families. Their ways are spreading through the rest of our people and threatening to undermine our power. One way this is seen is through the spread of their odd language among our population. While it is similar enough to English to be fairly understood, it is still possibly a risk to our standing rule. How do we deal with these tribals who rarely speak the language of the Steelmen?
 
Reclaimed Free Republic
Spoiler :

The Reclaimed Free Republic has continued to develop its potential as one of the most powerful factions in the Georgia Badlands. Salvaging throughout the formerly great cities of Georgia has yielded much wealth in the form of materials, coming from both the ruins of Augusta and Savannah. Some of these materials have been turned towards local construction, building new fortifications and water stations to help ease demand for water in the Republic. Other materials were used to purchase a howitzer from the Sunshine Kingdom, and while it was at risk of bandit ambush, local caravans were still able to manage to deliver it across the wasteland. The new gun has been added to the main arsenal and is prepared for training and deployment for its crew.

A bit of a disturbance took place in Viracocha very early in the year. The institute was briefly besieged by an unknown force that inflicted a number of casualties before retreating. According to sources within the faction, a highly sensitive item was stolen in the chaos. Witnesses reported that a group of unusual activities who disintegrated when shot were involved in the attack. Dozens were left dead or injuries in the wake of the fighting. Attempts to trace the marauders or their stolen booty proved fruitless when guards were unable to find a trail leading from the community. Rumors that one of the assailants was captured in the fighting are so far unconfirmed and may or may not be accurate.

Most salvage operations proved to be fairly by the book and with limited threats that were easily dealt with. Crews in Augusta and Savannah are highly experienced, as were those that travelled along the eastern Reclamation Road between the two ruined cities. New efforts were begun along the old 78 between Augusta and Athens, seeking to establish a new route between the former cities of the Alliance of Free Georgia and the rest of the Republic. Unfortunately, the route is not very secure and heavy casualties were sustained during clearing operations. Large numbers of bandits are active in the region and a particularly massive and aggressive hive of ants makes its home in the ruins of Rayle. The expedition still managed to retrieve some salvage, but they estimate it will take years before the route is as loosely safe as eastern roads.

Chancellor’s Challenge: We are reaching an imminent crisis with our water production and supply. We are not producing nearly enough water locally to provide for our entire population over the next six months. Some of our advisors advocate making up the shortage by large purchases on the open market, while others suggest we instead focus our efforts to acquiring materials from all sources and creating more local supply, though we cannot be as assured of achieving enough production to provide for everyone. If we continue as we are now, thousands may die or emigrate due to a lack of water. How do we respond to the emerging water crisis?


Sawgrass Tribe
Spoiler :

The Sawgrass Tribe has done its best to maintain order and peace within its community over the conclusion to the year. Unfortunately, a major raider attack came in from the northeast, and was repulsed by the town’s defenses. Thankfully casualties were fairly low despite the size of the attack, and the raiders were driven back without capturing any citizens or breaching any of the defenses. Salvagers to the west have continued to successfully harvest scrap and parts from the ruins of Fort Myers, but reports indicated that a massive force from the north had entered the area and were conducting major operations of their own. The few scouts sent out were shocked by the literally thousands of people participating in scavenging in the territory they had explored. Observations reported them bearing the banner of Jacksonia in their largest salvage operation yet. A growing drug problem has resulted in the public lashing of a number of caravan masters outside of town, attempting to push chems upon the relatively unexposed population. The Survivalist Union has protested this move, and it seems likely that tensions will continue to climb.

How do we respond to the Union’s ultimatum?


Sunshine Kingdom
Spoiler :

The Sunshine Kingdom has continued to profit and thrive now that the war with the New Age Corporation has come to an end. After lifting restrictions locally on chem trafficking and other less moral institutions, the trading caravans have lifted their embargo of the Kingdom. Trade has begun flowing freely once more though the New Age Corporation has continued to forbid their merchants from trading in the Imperium. Trading has expanded beyond the boundaries of the Imperium, as the Sunshine Kingdom has employed the Green Bear Corps to protect caravans to destinations further north. They have sold advanced howitzers to a number of independent settlements and factions, as part of a low cost deal to help protect these communities from the rising Raider Federation. Waycross and Nahunta have been willing trading partners in this new series of deals. Unfortunately, production has been declining on the home front as casualties mount in Jacksonville. The vicious creatures within have only been angered when shot with laser or plasma weapons, and most who go in to salvage come out injured or not at all.

The Sunshine Trade League has finally begun returning to prosperity. The creation of a new railroad has helped bring in more immigrants from the south, as they arrive in the Sunshine Kingdom. The open borders has done much for trade, though foreign caravans are still not enthusiastic about trading in the League’s territory. At very least foreign markets are open for the League’s own caravans once more and trading is beginning to pick up. This has apparently not gone unnoticed by pirates and other brigands. One night Saint Augustine was attacked by the sea as raiders struck at the city’s weakest point and grabbed a number of citizens. Many were apparently brought back to the pirates’ ships and transported to an unknown location.

Trade Lord’s Challenge: A dispute has emerged among the Trade Lord’s advisors. Some argue for a dramatic increase in taxation in order to help provide funds for purchase of ammunition and firearms. Others claim that by keeping taxes low we will be able to profit from growing trade caravans. How do we respond to this ongoing debate?


Tennessee Valley Authority
Spoiler :

The Tennessee Valley Authority has done more than its fair share to expand civilization into the wasteland. Salvaging efforts have continued in the Midway area, but it has been determined the region is completely out of useful scraps. The primary operation of the Authority was an assault on the raider camp at the ruins of Karns. The town had no wall, but they immediately enslaved the messengers sent to demand their surrender. Despite being high on all sorts of chems and fighting incoherently, they still managed to inflict surprising casualties upon the Authority’s forces in the battle that ensued. As the smoke cleared, the majority of raiders were dead and hundreds of slaves were freed from captivity. They have rejoiced in the Authority’s arrival, and it seems like the will form the foundation of a rising new faction in Tennessee.

Authority’s Challenge: The newly freed slaves in Karns are mostly illiterate savages in almost every meaning of the word. While a few are former merchants or traders, for the most part they seem to hail from uncivilized tribes in the Rust Belt. They treat those in power armor who liberated them with almost a religious fervor and occasionally leave trinkets at their homes in the new settlement. How do we respond to this growing reverence among our new citizens?


Transmississippian Confederation
Spoiler :

The Transmississippian Confederation has included yet another struggling settlement into its growing union. The town of Hermanville, long failing to provide the sustenance its people needed, has been admitted to the Confederation. They were swayed by charitable gifts which helped encourage them to join up with the new group. On the rest of the home front, production has continued on laser based weapons, while small arms have been purchased in bulk from independent traders. The hope is that these improvements will bolster the ability of the Confederation to defend itself. Salvaging on the home front continues to be a simple matter, as ample amounts of supplies are returned to the coffers for future projects from yards aroung Greenville and Vicksburg. Two major expeditions were launched to the east, to help retrieve any other easily harvested scrap from new locations to be explored.

The two expeditions sent out had varying amounts of success, as they were divided into two hosts, the Stray Dogs and the Lone Wolves. The Lone Wolves had a simple journey east, discovering the free and independent town of Carthage, which welcomed them cautiously, they found little to salvage on the roads east, emptying the town of Edinburg of anything of value quickly. In the town of Pearl River they discovered that the Chochtaw Tribe had survived the apocalypse intact as a society, building a new community for themselves. For the most part they could barely be understood, and they wished the Lone Wolves well on their expedition. The nearby town of Philadelphia was salvaged for anything valuable, and thankfully the local wildlife stayed out of the way. On their return journey they met up with the Stray Dogs at Carthage and discovered they had a much more difficult time of it.

The Stray Dogs suffered immediately, when they blundered face first into a massive amount of ghouls around the ruins of Sharon. They were forced into a major fight and many were killed in the battle, while they withdrew from the seemingly endless numbers of creatures. The expedition bypassed the ruins, and headed to other destinations on their journey. In Camden they fought a large band of raiders, losing yet more men to battle and their radios to severe damage. Thomastown and Redwater had similarly large clans of raiders that inflicted heavy losses upon the expedition, but they were driven out after ferocious fighting. By the time the expedition had reached Carthage, they were exhausted and nearly half of the Stray Dogs were killed in the various fights. They returned home with the Lone Wolves, with a decent amount of scrap but too many dead for the reward.

@Tolni: A boat of some kind is required to trade with the Foreign Ports of Call listed above in the update. Canoes and rafts are just not enough to make it all the way to Cuba or the Yucatan. That part of your orders could not be done.

@Ahigin: In reference to the map, I’d recommend for groups like the Green Bear Corps and Enclave, to actually place their icons within the borders of larger factions.

@J.K. Stockholme: I know I said you would have to do a survey on sewers, but I took some additional time to research the project and the sort of resources and options available. Ideally we should probably discuss it on Steam at some point before the next update.

@Terran Emperor, please note that Stealth Boys are consumed when used. They were not used this time, but that just should be something you need to be aware of.

@<nuke>: Population distribution is not under your control, just FYI, beyond use in combat. The towns have what populations they have.

@Quisani: You underestimated both the amount of food and water you would need to supply your people this turn. Additional funds were deducted.

@arya126: You are correct, power armor does not qualify as a weapon all on its own, though in a pinch it would be a bit better than using a low-tech melee weapon. Also, you could really only feasibly scout in two directions along the river from Capua. That has been reflected. Because of the tiny size of the salvage expeditions you sent out, they only salvaged in the area immediately around Fort Rome and Madison. Also, the long-term expedition really has nowhere east to go, so they just immediately went south instead of east to start with.

@christos200: I wasn’t sure exactly what you were qualifying as an “enemy” so the town of Elrod was not conquered outright as they were friendly enough to your people as they passed.

Great update, EQ. I've read only sections of it so far, but it was well worth the wait.

Just to confirm: did my envoys failed to return from The Liberated, Cowninos, and Twentiers? (I sent them a suggestion of cooperation and formation of the Freedmen's Alliance.)

EDIT: I also noticed that you forgot to subtract the amount of ammo I lost this turn from the ammo I had. It should be 3,185 - 1,660 = 1,525. (I hate my honesty sometimes.)

EDIT2: DuneBear - I think that Fort Blue and Fort Anguilla are two pieces of the same puzzle. Let's crack on that mystery.

You will manage your internal affairs on your own while the central government shall protect your city from enemies and manage the foreign policy. What do you think of it? You will both have autonomy and protection from any enemies. If you refuse, we shall accept your will but we hope that you will see past the regional feelings and instead look at the bright future we can have together. An arrow can easily be broken, but many arrows together are hard to break.

Notes:
1. I couldn't find Fort Blue on EQ's map, so I drew it based on its geographical location;
2. I think EQ forgot to erase the location of the Westerlings' tribal camp from the previous turn, so I erased it;
3. The stats currently don't mention Paradise Kingdom's capital, so I took the liberty of naming it Paradise City. If Scarlet King renames it, I'll update it next turn.
