Yeah, I'm making that more clear from here on out in the Foreign Ports of Call section. I realized that it was not blatantly obvious from the current rule setup.
 
At least one small boat or larger is needed for trade, and there is always a possibility the boat will be lost at sea along with everything you sent to trade.

So I've finished the bits of the update that I have received orders for, but I am still missing a goodly number. Now, as I am receiving my birthday present (a new gaming computer) today, I will not be available for questions tonight, and possibly tomorrow. So, it is up to you all to bother everyone who hasn't gotten orders in, namely the following:

I think a lot of people have finals just about now, so I don't feel right even politely poking them in PM about the game. It's 100% your decision, but I think it's better to go on with the update, especially if it's not gonna kill their factions.

However, I don't mind if we wait a couple more days. I just don't think we'll get quality orders (or any orders) at this point.
 
Well at least one person (bestshot) I know doesn't have exams, but that's a fair point. If there's no response by this time tomorrow, I'll go ahead with the update anyways.

Orders

First order of business is to build 1 level of farming equipment at Fort Rome for 400 materials IF and ONLY IF the area around it is suitable for farming. This should help solve the immediate food problems.

Second is to resolve the mistake of Capua. IF it is possible to move Capua to a different location without any significant usage of new materials, utilizing what was already used in the initial settlement, then Capua is to send out 5 scouting parties in multiple directions until they come across suitable farmland, at which point the best location is to be selected (preferably along that river).

If it is NOT possible to move Capua in that fashion, the scouting parties shall still go out. Each scouting party is to consist of 7 individuals each armed with a laser weapon.

Third is scavenging. From Fort Rome 5 different scouting parties of 20 people each are to depart in different directions with every individual armed with 1 power armor suit AND 1 laser weapon (since power armor doesnt have its own weapons does it?). These groups are to go as far afield as they can in 6 months and still return to Fort Rome with materials and loot. The same policy of giving strangers a chance to join us or enslave them is to be followed aggressively. Also, only FOUR groups are to return to Fort Rome. The 5th group, led by the Military Consul Commodus, is to be a long term expedition, sent south. Every 2 months they are to send 1 member of the group back to Fort Rome to report on discoveries and information which Fort Rome can act on next turn. The expedition itself is to be sent east for a while, then begin to veer south as they see fit, to attempt to come into contact with other civilizations. They are to gather as much info as possible and scout as many good areas for farming and water and settlement as possible as well as potential targets to conquer or loot in the future.

Fourth, we must send yet another scavenging group to Huntsville, right next to our bunker, this time to be 50 people armed with 2-H guns, and led by Consul Trajan (scavenger bonus).

Fifth, 75 people are to be dispatched from Fort Rome, armed with laser weapons and 10 of them armed with power armor, to the Russel Caves system. Their objectives are twofold: They are to locate the bodies of the lost expedition, bury them, and recover their laser weapons if possible, and secondly they are to use 250 materials on a second attempt to settle the caves. If there is a threat there or if somebody has already settled them, the party is to return to Fort Rome with care in order to report this. If retreat is difficult, 5 people in power armor suits and 5 people with laser weapons, are to act as a rear guard and sacrifice themselves for the others to get away. Due to how large this party is, if they come across any settlements or groups of people they feel they can overwhelm along the way, then they are to act on this, enslaving people and looting settlements.


Consul's Challenge

A few of the slaves we brought in recently have turned out to be rather attractive young women. Some of our military personnel have suggested “nationalizing” these particular slaves to provide comfort for our fighting men. Some of our civilians have been shocked by this suggestion and find it barbaric at best. How do we respond to this proposal?

Provide comfort to those soldiers who have shown excellent performance in the field.
