xml editing. And only the tallest buildings from the industrial cityset are included. 2 citysets can be linked together, even if they use separate .dds files. But no more then 2.

Yes, you can xml it so that high buildings appear in the cities and low buildings in the cottages. The only drawback of this is that if you use only say the higher half of city buildings in a cityset, a city might look monotonous. Less of a problem for cottages since those only use the 1x1 and 2x1 leafnodes. You can even xml it so that say cottages and hamlets have the low buildings, while villages and towns have big(ger) ones of these leafnodes.
