Are Maces really that much stronger than Axes ? ^^

Yeah, they can be given Drill promotions. I'm not sure I'd give Drill to all of them, City Raider and Combat promotions still have their uses.

I think he meant in real life. Well, you must consider the fact that the maces in Civ4 represent medieval infantry in chain mail and stuff. Compare that to the leather armour of the (in fact half-naked) axeman.

Samurai probably get drill because they struck fast. Anyway, you can make an interesting historical comparison between samurai and knights, and wouldn't you say that knights were generally better than macemen?

What? Samurai can now be promoted down the drill line? That's kind of scary - did they really have such a skill advantage over typical macemen or medieval close-combat infantry?

Maybey they are allowed drill promotions to reflect thy where historicaly mounted archers.
