I'm playing a game on Marla's World Map, using Civilization III 1.21f beta and I have a city between two rivers that requires an aqueduct. AFAIK, a city next to a river shouldn't require an aqueduct, however, my city does. I could imagine how the aqueduct requirement thing could be programmed so that no river at all requires an aqueduct, one river doesn't and two does. If it's actually programmed that way, fixing it will probably take less time than writing this post.
The city is still has 18 turns until it "should" grow to size 7, so I have yet to see if an Aqueduct is really required.
BTW, my intention was to mail MacSoft to the email address provided in the ReadMe, but that's a @mac.com-address, and I'm uncertain if it will work.
