That poor cat was Traumatized! 
EDIT: If you bathe your kitten regularly in a tub while it's still young you will not have a problem bathing it when it gets to be an adult.
But if you have to bathe an adult cat wear thick rubber gloves that go up to your elbows and Never take you hand off the back of their neck that is holding them by their skin like their mother did as a kitten. If they thrash then a 2nd person will need to bathe the cat while you with both hands control it's neck and rear back. Always wear long rubber gloves. Unless you Like getting shredded or bit.
But that poor cat had no idea it was going to be trapped inside a container and intentionally drowned!

Steps to bathe a cat:
1) place a window screen over the bath tub
2) place the kitty on the screen and pet it and love it
3) turn on the shower
4) Kitty's claws come out and he gets stuck on the screen
5) Wash cat with caution in case one of his paws gets free and he kills you
6) Turn off the water and run

I seem to remember there being a "next page" button for the scoreboard... Now where has that gone off to...

It says National Wonder, -1 Left... Weird.
BuildingClassMaking(Palace) returns 1, plus you have 1 in the current capital, so the tooltip shows you have (National Limit of 1, minus BuildingClassCount+Making, which is 2) = -1 Left that you can build...

The bug was that it didn't show at all, now it shows, but the requirement to build another isn't fulfilled...
Are you sure you aren't already building the palace in another city?
You can't build it in two cities at the same time as that would equal 3 palaces. 1 extant + 2 "on the way"
One extant Palace + one Palace "on the way" is the max amount of Palaces allowed.

See the save in Single Player Bugs ,can not build Palace in Alexandria and i do not want to build Palace in another City than Alexandria!

That's a older game that might have been saved using one of the broken svn versions right?
I tried this in a new game then i fixed the issue that the Palace didn't show up in the list of buildable buildings at all and i was able to build it in another city.

It has happened to us all Taylor. Especially if you've been here any length of time. Sometimes staying on the "cutting edge" of developments ends up cutting both ways. Live by the sword, die by the sword type situation with keeping up with the latest SVN versions.
After awhile you learn to pick and choose when to Update. And not just Update because someone has added or fixed something or just because it's there.
