I'm playing Russia on game version 1.16.3.
I have completed part 1 of UHV 1 already (7 cities in siberia).
Still part 2 not done (railroad) with plenty of time left.
I requested the city of Sapporo from the Japanese in a congress and got it.
Instantly UHV 1 shows up as failed.
Some bug?

I try to guess.
Sapporto is a port on Pacific Ocean.
Sapporo is on an island.
Maybe algorithm to check russian railroad does not contemplate a port on an island, and fails.

I can't remember if the timeline for railroad is "in that year" or "by that year".
If it is "in", that algorithm is checked every turn, because in the meantime you can lose land, or break your railroad.

Immediately acting like you are "not allowed to post in this thread" is an incredibly defensive and childish reaction. I merely pointed out that your contribution is not very constructive and as we have seen in the past, can actually be distracting and confusing to people who are looking for useful information in response to their reports. Please examine yourself why you would react in such an over the top way to that.

First time I pressed 'Next Turn' on this save, the American Manifest Destiny spawned right on top of Los Angeles and kicked me out; second time, they spawned in the mountains. Neither is probably intended.

It might be connected to Japanese cities.
I was playing Korean game yesterday on version 1.16.3.
and when I conquered Kyoto ~900AD, the UHV 1(build cathedrals by 1200AD) shows up as failed immediately.

The issue was that the Japanese UHV condition that requires them to never lose a city erroneously made the conqueror's goal expire, instead of the owner's.

Republic's effect (at least one slot for Statesman, Scientist, Merchant and Artist) either doesn't work, or works differently than I interprete it. I only have a scientist slot in all my cities.

You need to unlock the theoretical ability to have slots of that type. For example, before you can build Libraries, you will not get scientist slots.

Ah, that makes a moderate amount of sense. That also settles it for me whether it's worth it to tech Currency as Carthage (otherwise, you could really argue it is not worth the cost).

Hello everybody! First of all thank you for a great job done! DoC is really th best mod ever made for Civ4, playing it all 2020 and now!
I would like to report that UHV for Russia doesn't work. I play with the latest version downloaded from Git in scenario 3000BC for Russia, i expanded for the Pacific ocean and covered everything with my culture, have the railroad from Moscow to Vladivostok\Khabarovsk\Okhotsk by 1920 but when 1920 comes I receive the note that I fail my first historical goal I can attach savegames

Sorry, but you founded Moscow 1N of the capital location, so unfortunately this doesn't count.

Is it specified ingame anywhere that for goals that list your capital's name you must settle on the starting tile?
