You need to culturally control the entirety of the railroad.

I think the russian first UHV is not working well or I missed something that I don't know what is. I have build railroads from Moscow to Ajan (who is a siberian port) before 1920 (1918 to be more precise) and yet I failed the requirement. Save attached.
The Siberian Coast is defined in Victory.py as these tiles: lSiberianCoast = [(109, 50), (109, 51), (110, 51), (111, 51), (112, 52), (114, 54), (113, 55), (111, 54), (111, 55), (110, 55), (110, 58), (111, 58), (112, 59)]

That's 13 tiles. However, I'm pretty they're not all of the Siberian land tiles that are also on the Pacific coast.
 
Maybe not a bug but starting Korea at 3rd turn 4 horse archers jump up next to your area, then another 3 turns later another 4 stack... Slowly dwindling you meager forces down at the start...

Cause for a force of a few archer, 1 swordsman even in a forest it is hard, your horseman is useless mostly... I'll restart and see if it happens again...

The effect can be reduced by building Pyongyang (1 spot above the pig). Making them go a little further away when they spawn but to put 2 proper cities in Korea's core it is finicky. Every 5 turns the Horse archer rush in korea might be a little backwards in technology to even get printing first.

Save is the second stack of Horse Archers.
I never really had issues with the Barbarian Horse Archer rush. When playing Korea for the UHV I would settle on the southeastern tip of Korea (so that the Japanese Fish, Rice, Incense, and Tea are in your BFC) and on Pyongyang, build an army of swordsmen for defense, and use them to conquer Japan 10 turns after they spawn. Then use my cities in Japan and Korea to get the Shrine UHV, build Cheomseongdae, Borobudur, and switch to Republic, and easily reach the Research UHV. After that I just spam naval units in an endless war against China, Indonesia, and Thailand, wresting the seas of the Tamils, Indians, and Mughals when my eastern opposition dries up. The Naval UHV should probably have a condition like an end date or "be the first Asian Civ" or something to make the Navale UHV not an autowin.
 
After winning a UHV with the Turkic civ, I can't win again with the Ottomans. All UHV conditions appear to be fulfilled but there is no winning screen or anything. I was playing on the commit 943cf85eb69551c2b8aa87d4a313f75774061415.
I just fixed this, if you want to collect your victory here is a winnable save.

I don't know if this is normal but I've never checked the population percentages during a revolt (0% everything). It would seem that after the city became embroiled in some kind of national identity crisis they decided to revolt for half a century. This doesn't seem normal.

Can you upload a save from before the conquest?

The Aztec Slave happiness sacrifice doesn't seem to scale on the gamespeed. Intended?

The axeman in now present in the pedia as a normal unit. Perhaps it can be changed so it replaces the militia. This will place it in the unique units section, just like the other unique barbarian units. Same for Warriors.

The Administrative center increases the chance of producing a Great Statesman. But it does not provide any GP points. The Stock exchange has the same, while the other Great Buildings don't. Intended?

The Armoury is in the vanilla buildings section of the pedia. I think it should be in the Great Buildings section. Same for the Secret Service.

By the way, I wasn't able to reproduce issues with accepting the Ottoman flip and still seeing unit flips after declaring on them later. If you play as a civ that encounters the Ottoman spawn please make sure to keep a save from before the initial spawn decision and report in case the unit flips persist later into the game.

You were referring to the strategy texts, right? Because the Stock Exchange did not actually increase the GP rate.
