OK, now on topic. I would use Audacity if you wanted to make audio Tech Quotes, it's free and open source, as well as very powerful for an audio editor. A good headset is nice as well. I could theoretically make quotes, but I'm quite busy with my other areas of work here. (Units/Promotions/balance) If you could make some quotes that would be very nice.

Thanks. I'm not modding currently though, just trying to poke my head back in. Not even playing Civ 4 currently to be honest.
As it happens, that is EXACTLY the software I had discovered and used when first going about splicing together sound bytes for C2C.

Rasma stated above and it's been talked about before, but someone actually reading the quotes would be the ideal solution for all the various quotes we can't easily find from movies or TV. My voice is not the one to do that.
